- The Space and Naval Warfare Systems Center, San Diego (SSC San Diego), intends to award a cost plus fixed fee type contract to WarpIV Technologies, Inc. of San Diego, CA. SSC San Diego intends to acquire, on a sole source basis, the support for the design, implementation and use of a portable, scalable Standard Simulation Architecture (SSA) for emulation of tactical communication networks using High Performance Computing machines (supercomputers) to achieve real-time performance. The SSA is proprietary and a highly complex software architecture comprised of 260 thousand lines of C++ code that WarpIV owns including the rights. A license is required to use the code. The performance period is anticipated to be one year in duration, with one, one year option. This procurement will be conducted using other than full and open competition pursuant to FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This effort is a final procurement with no potential follow-on work. WarpIV Technologies has a unique and specialized capability to design, implement and use the SSA and currently is the only firm that is capable of providing continued development of the SSA for SSC San Diego. WARP IV Technologies is the only known support provider for these items and has gained specialized knowledge and experience over the last 17 years, the value of which would not be recovered through competition. The use of any other contractor for this acquisition would result in substantial duplication of cost to the Government based on the specialized knowledge and experience acquired by WarpIV Technologies under the prior subcontract. This is not a request for proposals and no solicitation is available.
