- Description
- This is a combined synopsis/solicitation request for quotes for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is being issued as a Request for Quotes under RFQ7105. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-19. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 811219 and the Small Business Size Standard is $6.5 million. Small and disadvantage businesses are encouraged to submit a quotation on this requirement. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement to procure maintenance full service contract on 2 separate Amnis Image Stream Analyzers located in separate location at the National Institutes of Health, Bethesda Maryland Campus. The service contracts shall be for a twelve month period from date of award. The service contract shall cover the following services per each Image Stream Analyzers: 1) Two planned maintenance inspections per service period unless otherwise specified; 2) Guaranteed phone support within 1 business day; 3) On-site repair service for equipment during normal workdays, Monday through Friday, excluding holidays. On call service within 3 business days performed from 8:00 A.M. to 5:00 P.M.; 4) All parts and labor covered for any failure other than misuse; 5) All scientific, software and service labor covered for on-site, phone, remote connection, and email support; 6)All software releases to ISEAS and Inspire are included free of charge during the contract coverage period; 7) Training for two course attendees per year on upgrades; 8) All Speedbead and Sheath reagents supplied free on a quarterly basis; 9) During month 4 and month 10 of the contract period service to load new software releases, install hardware upgrades, any alignments and replace worn items at no cost; 10) All parts and software upgrades shall be compatible with existing equipment and software. The following Evaluation Criteria will be used to evaluate offers: a) Price; b) Technical and Professional ability to meet the government needs of the service contract; c) Delivery of requested services. The FOB Point shall be Destination, Bethesda, Maryland, 20892. The government will award a firm fixed price purchase order to the responsible contractor. All responses will be considered by the agency. To be considered for an award, offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201 (a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at: www.ccr.gov/ prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
