- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is TIRSE-07-R-00004 and is being issued as a Request for Proposal. The IRS will be entering into an unrestricted Commercial Item (CI) procurement using Simplified Acquisition Procedures (SAP) for Word Processing and Desk-top Publishing Services for various locations specified in the Statement of Work (SOW). Information mapping is the format style required therefore bidder must be licensed information mapping users. The ability to turn completed products around within 48 hours, including weekends and holidays is required. This Indefinite-Delivery Indefinite-Quantity (IDIQ) contract will be for a base year and one option year. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-18. This requirement is set-aside for small businesses for which the North American Industry Classification System (NAICS) Code is 561410 Small Business Size Standard is $6.5 million. This will be an all or none award based on the offeror whose proposal represents the best value to the Government. Award will be based on price and past performance (experience and performance history). Past performance shall be evaluated in accordance with the procedures in FAR 15.304. Proposals will be considered only from offerors who are regularly established in the business relevant to the Statement of Work and in the judgment of the Government, are able to show evidence of the reliability, ability, experience, and past performance in order to render prompt and satisfactory services.
