- Defense Supply Center Richmond (DSCR) intends to award a performance-based, service contract to implement as a pilot program for Chemical Management Services (CMS) at Tinker AFB. The solicitation will be full and open. The purpose of the Department of Defense (DoD) CMS program is to provide a strategic, performance-based initiative where a CMS provider manages the rapid replenishment of HAZMAT and related services in support of a customer?s requirements. The goals of this CMS program go beyond invoicing and delivering product to the customer and include the emphasis of optimization of processes, the continual reduction of chemical lifecycle costs, and the reduction of risks and impacts to employees and the environment. The type of contract will be an Indefinite Delivery Indefinite Quantity (IDIQ), single award in accordance with FAR Part 12. The contract period is a 3 year base with two potential option periods of twelve months each, for a potential total of 5 years. Formal source selection procedures will apply. The CMS provider will be a single point of contact for all chemical requirements at Tinker AFB and is responsible for performing chemical material support functions currently performed by site/base personnel. Items typically covered in a CMS program are cataloged under, but are not limited to, Fed-Std-313D which includes the following Federal Supply Classes (FSC) containing HAZMAT: 4210, 4220, 6810, 6820, 6830, 6840, 6850, 6930, 7930, 8010, 8030, 8040, 9110, 9130, 9135, 9150, and 9160. Other FSCs not listed in Table I or II of Fed-Std-313D, which are considered HAZMAT, may be included. The CMS provider may be responsible for any/all of the following: 1) demand analysis & forecasting, 2) purchasing of HAZMAT, 3) inventory management, 4) distribution to point of use (POU), 5) environmental management support, 6) continual improvement activities, and 7) information technology capability. CMS transformation involves lean and cellular design whereby traditional large, chemical products and services are centralized and can be tailored to meet site specific requirements. As part of a CMS objective, the service provider will manage chemical inventories so that a minimum quantity is on hand for customer bench stock and retail inventory is kept to a minimum as well. Because of this transformation effort, the service provider will need to be responsive, agile, versatile, and reactive to a changing environment for chemical management support.
