Description

STATEMENT OF WORK The John D. Dingell Department of Veterans Affairs Medical Center, 4646 John R. Street, Detroit, MI 48201 intends to negotiate a sole source procurement with Biodex Medical Systems, 20 Ramsay Road, Shirley, NY 11967-0702. The proposed contract action is for the purchase a Biodex System 4 Pro Orthopedic testing & Rehabilitation System and accessories needed to provide specialized care to veterans. The system must include a motorized patient positioning chair, a T-base design where the chair can move front and back and the dynamometer side to side. The dynamometer must allow for at least 16" of vertical travel and 340 degrees dynamometer head rotation. The system must provide mechanical safety stops built into each attachment. System must provide a sliding positioning handle on the shoulder attachment, audio visual images (AVI's) of positioning set-ups, must provide capabilities for rehabilitation and testing of open and closed kinetic chain exercise in all modes of operation for the following joints: ankle, knee, hip, shoulder, elbow and wrist with infinitely adjustable angles and the software must have Isomap reporting which identifies strength deficiencies related to range of motion. The government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. All FAR provisions and clauses may be reviewed and/or obtained from the General Service internet address: http://www.arnet.gov/far. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract, based upon responses to this notice, is solely the discretion of the government. Firms that believe they can meet the VA's requirements must submit proof to the Contracting Officer, Diane Foster either by fax (313-576-1327) or by e-mail: diane.foster@va.gov no later than September 19, 2007 at 9:00a.m. local time. All information shall be furnished at no cost or obligation to the government.
