- ********Special Notice********Funds are not presently available for this contract. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.The 30th Contracting Squadron, Vandenberg AFB, CA intends to award a sole source, firm-fixed priced contract under a franchise agreement to Ruralwest Bellows, 2312 104th Ave SE, Bellevue, WA. This acquisition has four CLINS to provide the following: CLIN 0001: Bulk Cable Services for 536 outlets; CLIN 0002: Internet Access for 8 outlets; CLIN 0003: Broadband Access for 100 outlets; CLIN 0004: Cable Installation; CLIN 0005: Basic Cable for 30 outlets. The applicable NAICS for this acquisition is 515120. The business size is $13 million. The period of performance is from 1 October 2007 to 30 September 2008. The proposed contract is for items which the Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106(b). This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 7 days after date of publication of this synopsis. All questions must be submitted in writing no later than 21 Sep 07. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
