Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. In accordance with FAR Part 6.302-1, it is the intent of the 21st Cavalry Brigade to negotiate on a sole source basis with Inter-Coastal Electronics (ICE), 5750 E McKellips Road, BLDG 100, Mesa AZ 85215 (480) 981-6898, FAX (480) 981-6899. The NAICS code for this procurement is 541330, Engineering Services. Requirement calls for the purchase of additional Tactical Engagement Simulation Systems (TESS) equipment and parts to repair and upgrade current systems to enhance the training of US Army and allied nat ions units equipped with the AH-64D Longbow. This purchase includes upgraded Instrumentation Player Units designed to use the latest satellite technology in support of the Longbow Unit Fielding and Training Program (UFTP), providing better tracking of air and ground assets during collective training events. These upgraded units will not only increase the tracking capability of the various systems during training events, but also provide improved playbacks during mission After Action Reviews (AARs). The pur chase of Man Worn Tracking Systems will add to the realism of training by allowing the tracking of individual soldiers and aviators during training events. ICE is developing a system that is much lighter, approximately 2 pounds, and is the size of the stan dard issued survival radio, and fits into the currently issued survival vest, body armor, and Load Bearing Equipment. The acquisition of these man worn systems will greatly enhance the capability to track and engage dismounted soldiers and aviators simulat ing being shot down, while also increasing the safety of these personnel by being able to locate them at any given second in time. The Shoot Back Lasers, unique to TESS are eye safe laser weapons that can be dismounted from a vehicle and used by dismounted troops to engage and destroy aircraft. Presently, that capability does not exist in the brigades arsenal of training systems. The purchase of Hand Held Initializers greatly increases the capability of brigade personnel to electronically load data into, or reconfigure weapons loads on aircraft and ground systems in an expeditious manner, using wireless technology, before, during, and after training missions, requiring fewer personnel and man hours to perform this task. A major component of the TESS is a training Hellfire missile which is mounted on each aircraft during training events. Each training missile weighs 99 pounds. The purchase of a cart to transport, store, and protect these missiles will aid in reducing the time requirements to transport missi les from the storage area to the aircraft and reduce the potential for damage during transport. The trailer will also provide a protected storage rack between training events. The ground and air TESS systems presently in use by the 21st Cavalry Brigade hav e been in almost continuous use since 1998 with very little or no upgrades or repairs. If these systems are to remain available, and functional, for future training events, they must be repaired, upgraded as necessary, and protected when not in use. The re mainder of this purchase request is for parts unique to the TESS systems and cannot be purchased locally. The approval of this purchase request will greatly enhance the realism of the training provided by the 21st Cavalry Brigade in preparing these attack helicopter crews for future combat operations.
