Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Army Contracting Agency, Contracting Center of Excellence i ntends to procure services for the work entitled: Repair and Replace Flagstone. Perform Masonry and Specialized Stonework Repairs Throughout the Arlington National Cemetery. This acquisition is being offered for competition limited to Small Business Co ncerns only. The North American Industrial Classification System (NAICS) Code for this procurement is 238140 with a small business size standard of $13,000,000. The resultant contract will be a Firm-Fixed Price Contract with a period of performance set at three (3) months after contract award. The provisions of FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition without addenda. The provisions of FAR clause 52.212-4, Contract Terms and Conditions -Commercial Items, apply to this a cquisition. Contract award will be made on the basis of lowest priced technically acceptable (LPTA) proposal with appropriate consideration given to the three evaluation factors. Selection will be based on the following evaluation factors in order of i mportance: (1) Technical Capability (2) Past Performance and (3) Price. Offerors are advised to submit a completed printout of FAR clause 52.212-3, unless the offeror has completed online certifications and representations at the https://orca.bpn.gov/ web site. The clause at 52.212-5 applies to this acquisition and specifies the applicability of clauses: 52.219-6, Notice of Total Small business Set-Aside (JUNE 2003) (15 U.S.C. 644); 52.222-3, Convict Labor; 52.222-19, Child Labor, Cooperation with Authoriti es and Remedies; 52.222-21, Prohibition of Segregated Facilities; 52.226-26, Equal Opportunity; 52.222-35; 52.225-1, Buy american Act-Supplies (JUNE 2003) (41 U.S.C. 10a-10d); 52.232-36, Payment by Third Party (MAY 1999) (31 U.S.C. 3332); and 52.222-41, Se rvice contract Act of 1965,as Amended (JULY 2005) (41 U.S.C. 351, et seq.). Additional clauses applicable to this purchase include: FAR Clause 52-204-7, Central Contractor Registration, and DFARS 252.246-7000, Material Inspection and Receiving Report.
