Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.All provisions, clauses and statutes or executive orders for the acquisition of commercial items are applicable to this request. The following is a Statement of Work and a Request for Q uote. LANG PAO Statement of Work: Strategic Communications Plan and Website design / development 1. Strategic Communications Plan. a. Conduct market analysis within the state of Louisiana, regionalized by the major metropolitan areas of Shreveport, Monroe, Alexandria, Lake Charles, Lafayette, Baton Rouge, Mandeville, Houma/Thibodeaux, and New Orleans to include the surrounding parishe s of those metro areas focused on two areas of analysis: (1) to identify public perception / public support of the LANG, and (2) to identify problems impacting recruiting goals. b. Organizational analysis to gather information from LANG Soldiers and Airmen and key LANG personnel focused on identifying the corporate climate, internal organization self image and ideas/needs for developing the Communications plan and developing the L ANG public domain websites. c. Facilitate the development of LANG strategic messages for the purpose of improving recruiting and retention, and increasing public confidence in the abilities and mission of the LANG; by means of improving the LANG public image, public awareness, and im proving the self image of LANG employees. d. Recommendations for implementing a plan through means of take away products for print, TV, radio and web media (poster, billboard, print ads, radio and TV messages, blogs and other interactive capabilities). e. Formalize a working document that can be updated as LANG goals or missions change. 2. LANG Website(s) development. a. Redesign the public domain LANG website to support the strategic communications plan, thus supporting the states recruiting and retention goals. b. Build strategic messages and marketing into the Homepage. In addition to basic organizational information and history, the homepage will also include the ability to post current LANG news stories/media releases, photo gallery/archives, and links to var ious internal and external websites. c. Design subordinate organizational public domain websites (MACOM level site, Battalion level site, and Company level site) that can be implemented as one basic format/framework for use in multiple organizations. d. All websites to be designed for an organizational level web manager to modify and update the basic formatted site utilizing a simplified database/management program that the web manager can log into, make the desired data entry or photo/image changes, t hen log out. Through the database/management program individual websites are automatically updated. Period of Performance: 3 months from contract award. Point of Contact: The Government Project Officer and point of contact is Major Michael Kazmierzak, Public Affairs Officer. Major Kazmierzak is responsible for technical information and may be reached at michael.kazmierzak@us.army.mil. How to Apply: Prior to award, firms must be registered in the Central Contractor Registration. The web site for this is: http://www.ccr.gov/ There are two evaluation factors (1) Hourly Rate, and (2) Experience. Experience is more important than price. (1) Price requires submittal of a fully loaded hourly rate. (2) Experience requires discussion of your: * Formal education. * Time employed in related tasks. * Web site addresses (URLS) of web sites you have worked on, and your role in their development. * References with phone numbers and e-mail addresses. Submit your discussion of the above Experience factors within the body of your e-mail message to the Contracting Officer, COL Patti Woods at patti.woods@us.army.mil not later than September 24, 2007 1100 CST. Information provided will be treated as confid ential material and released only on a need-to-know basis. After award, your hourly rate may become public information. Confidentiality of Past Performance Information: The Government may use past performance information obtained from other sources. The Government reserves the right to maintain the confidentiality of the past performance information provided by the references listed by the offeror, as well as references obtained by other means. By submitting a proposal for consideration under this solicitation, the offeror agrees that it shall not seek to discover from any source the contents of such communicatio ns. The offeror releases the Government from any obligation to divulge the source of any information relied upon in its evaluation. Award of Contract: Award will be made to the offeror, (1) whose proposal is technically acceptable and (2) whose technical/cost relationship is the most advantageous to the Government. Cost or price is more important than any individual technical f actor. However, evaluation factors other than cost or price, when combined, are cumulatively more important than cost or price in the award decision. The critical factor in making any cost / technical trade-off is not the spread between technical s cores, but rather, the significance of that difference. The significance of the spread in scores will be determined on the basis of what it would cost the Government to take advantage of it. Award may not necessarily be made for technical capabilit ies that would appear to exceed those needed for the successful performance of the work. The Government reserves the right to make cost/technical trade-offs that are in the best interest and advantageous to the Government. Awards may be made without further negotiations. Proposals should be submitted initially on the most favorable terms, from a price and technical standpoint, which the offeror can submit to the Government. However, the Government may, after evaluati on of proposals, conduct further oral or written discussions as appropriate, with all offerors whose proposals are within a competitive range.
