- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Requirement is for 2138-T8 Aliminum Alloy Plates to support the Army Research Laboratory at Aberdeen Proving Ground, MD 21005. NOTE: THE GOVERNMENT INTENDS TO AWARD THIS REQUIREMENT ON A SOLE SOURCE BASIS TO ALCAN ROLLED PRODUCTS, RAVENSWOOD, WV 26164. Specific requirements are as follows: 1ea 4inx72inx144in, 1ea 3inx72inx144in, 1ea 2.5inx72inx144in, 3ea 2inx72inx144in, 2ea 1.5inx72inx144in, 1ea 1inx72inx240in, 2ea 0.75inx72inx144in, 2ea 0.50inx72inx144in. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2 Evaluation Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This contract will be awarded on an all or nothing basis. An offeror shall complete only paragraph (j) of 52.212-3 if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov . If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision and provide it with offers.
