Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Planmeca USA 100 N. Gary Avenue, Suite A, Roselle, IL 60172, as the only responsible source that can provide the a Digital Panoramic Unit with Cone Beam Tomography that interface with the Planmeca Digital Imaging System as requirement by Naval Hospital Sigonella, Italy. This acquisition is being conducted under the FAR 13.5 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-18 are incorporated. Naval Hospital Sigonella has a need for an advanced digital panoramic system with a small field Cone Beam Tomography and 3D diagnostic capabilities. This allows facility to perform normal and advanced panoramic images studies and 3D volumetric Tomography all in one unit. This technology is ideal for the type of the maxiofacial and orthodontic procedures that this hospital provides. A standard digital panoramic unit doesn?t have all the required capabilities. The Planmeca manufactured PROMAX digital panoramic device is the only vendor that utilizes SCARA technology as well as a software enhancement capability that is utilized for ?opening the space? of the inter-proximate teeth/overlap of a panoramic x-ray. The PROMAX in the only panoramic unit that can provide inter-proximal spacing images (bitewing style images). These can often be the sole radiograph used to diagnose CLASS 3 carries ? thus eliminating the additional requirements for bitewings and exposing the patient and staff to additional radiation. The PROMAX panoramic unit currently is the only known manufactured device that does NOT require a mandatory ?cool down? between each patient or between each image exposure. This is extremely important during surge and mobilization events. A full field cone beam CT (CBCT) units provide more information than is needed at a far greater price. This unit will be replacing an older Planmeca model that has very similar user interface reducing the training requirements. Implementing a different system or two separate units (one standard Panoramic unit and one Cone Beam Computed Tomography unit) will require more resources and time to acquire and wire the additional space. Items being purchased in this acquisition: ProMax 3D Panoramic System Complete; ProMax Panoramic - Digital; 3D Sensor Head for CBVT; 3D Reconstruction PC for CBVT (HP); 3D Tube Head Assembly For CBVT; Primary Collimator, 3D; 3D Patient Support; 3D Ball Phantom; Fluorescent Screen for Pan - 3D (5 lines); Romexis (Basic) 3D Software; Wall sensor holder; DIMAXIS 10-User Network License; DICOM License/Soft, Gateway; N-Liten 3D Software Kit; N-Liten 3D Software; N-Liten 3D Server Key; N-Liten 3D Acquisition or Viewing Key; Installation for CBVT ProMax. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339114 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Planmeca USA, Inc.
