- NASA/JSC has a requirement for laboratory portable spectroreflectometer (1 each). NASA/JSC intends to purchase the items from AZ Technology. The government requires a portable optical instrument used for quickly measuring total hemispherical spectral reflectance. The instrument makes measurements over the solar region of the spectrum, 250nm to 2800nm, which is a necessary wavelength range for surface measurements of materials encountered by various NASA/Johnson Space Center flight programs. The measurements are of the absolute type provided by the integrating sphere measurement technique for almost any shape, size or type of surface. The instrument connects to a portable laptop computer and provides a real-time display of the acquired spectrum. The relative light weight (less than 15 pounds) of the instrument allows for portability to the location of the hardware surface. Portability is necessary feature since various flight samples cannot be transferred to automatic measurement scan of the entire wavelength range. Existing market research shows that AZ Technology laboratory portable spectroreflectometer 300 (LPSR 300) is the only instrument that can meet government technical requirements. AZ Technology is the only vendor that can provide the LPSR 300. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 20, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
