Description
The purpose of this Sources Sought notice is to identify potential Service Disabled Veteran Owned Small Business SDVOSB and or Women Owned Small Business WOSB companies that are capable of meeting the US Special Operations Command (USSOCOM) need for an interim all-quadrant defensive weapon system for the CV-22 aircraft. It is critical that the CV-22 possess a self-defense capability that will provide maximum protection from threats in the vicinity of the landing zone. USSOCOM is seeking SDVOSBs and WOSBs that have the capability to rapidly produce and support testing of such a prototype weapon system. The weapon system must have the following minimum characteristics: mission configurable, crew-served, night vision device (NVD) compatible, adjustable rate of fire, maximum coverage of all quadrants within the maximum range of the weapon, and located in the cabin area of the aircraft. Modular growth capabilities are desired; however only a basic near term capability is required. The prototype system must be ready to flight test within 120 days of contract award. Interested vendors with proven, pertinent experience are requested to submit detailed documentation (limited to not more than 10 pages) on aircraft defensive weapon system prototype development and production experience, qualifications, available facilities for first article qualification testing and manufacturing capability or sources. Potential sources must be registered in the Central Contractor Registry at www.ccr.gov. All submissions must include registered CAGE code and indicate either SDVOSB or WOSB status. Submit documentation NLT 1400 (Eastern Standard Time) 5 Oct 07 to the address provided below. Electronic submission is encouraged. This is a request for information (RFI) only. This RFI is issued solely for market survey and planning purposes. It does not constitute an Invitation for Bid (IFB) or Request for Proposal (RFP) or a promise to issue an IFB or RFP in the future. This RFI is not to be construed as a commitment by the Government to issue an order, contract for any supply or service, or otherwise pay for the information solicited. Responders are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps).
