Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This is a solicitation of Purchase Request F1W2E47187AQ01 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-19. The associated North American Industrial Classification System (NAICS) code for this procurement is 336413 with a small business size standard of 1000 employees. This acquisition is NOT set aside for small businesses. All responsible Contractors shall provide a proposal for the following: This is a commercial request for four (4) hydraulically adjustable F-22 aircraft maintenance stands. The stand is to be mechanically adjustable using one hydraulic cylinder to support and raise the stand while locking pins from the platform can be removed and replaced in new hole locations to change deck height. The height shall be adjustable from the stand platform. The stand platform will rise with the angle of the tail to access the outboard vertical stabilizers from lower limit to upper limit without moving the stand. The platform shall be able to move from side to side to accomodate both sides of the aircraft. Base frame, stand and ladder structure constructed of square and rectangular steel tubing. Structural steel tubing used to make up sections of the ladders. The rungs, steps, and stand surfaced with anti-skid planks. Outboard stand sides provided with adjustable guardrails and handrails. Stand provided with polyurethane treaded wheels, 8-inch casters, and swivel style casters with swivel locks and wheel brakes. Polyurethane tread wheels used to extend the wheel life if exposed to "Skydrol" type fluids. Require an A-frame towbar with a large I.D. hitch eye for long distance movement. Also use towbar for easy movement for hand positioning. Towbar required to be folded upward for storage. Casters mounted at either end of the leg sets located under the deck frames. The area the stand will be required to work in is ten (10) feet. When in use the stand can be longer than ten (10) feet. The stand must also be able to be transported in the ten (10) foot area. The stand shall be designed to be trasportable by aircraft. Design stand and manufacture to assure that it is in compliance with OSHA (Occupational Safety and Health Act) standards per 29 CFR 1910. For safety precautions design stand so that any single point of failure under normal conditions, or the failure of a component, in normal use will not put personnel at risk. This will include all equipment, which does or could (a) support, (b) carry, (c) hold, or (d) guard personnel in such a way that provides protection from hazards. Daily inspections need to be simple and a check list established and attached to the stand. Develop a training plan for stand operation, inspection, and safety.
