- The Government intends to negotiate a commercial item (FAR Part 12) sole source contract with Penn Care Inc. under the authority of FAR 6.302-1, for purchase of triage trailers VA Greater Los Angeles Healthcare System. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition.
