Description
The 12th Contracting Squadron at Randolph AFB intends to award on a sole-source basis with Multi-Health Systems Inc., P.O. Box 950, North Tonawanda, NY 14120. This acquisition is proprietary in nature and is for Emotional Quotient Indicator Scored Data Set. This is a streamline combined/synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only notice. A written solicitation will not be issued. This requirement is issued a request for quote to MHS Inc. The solicitation document and incorporated provisions and clauses are those in effect the Federal Acquisition Circular 2005-18. The NAICS Code is 611710; size standard $6.5 million IAW 10 U.S.C. 2304c (1), as implemented by FAR Part 6.302-1 ? Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A Firm Fixed Priced Award will be made. SOLE SOURCE NATURE OF ACQUISITION: AFOMS requires psychological assessment tools to investigate methods of approving attrition rates of Air Force Specialty Codes. In accordance with current Air Force guidelines, AFOMS explored the use of EQ-I and EQ Interview as more cost effective solution than a specialized development effort. Support is rendered to AFOMS by way of developing and maintaining secure internet websites used for psychological assessments. Technical specifications are only available from MHS and cannot be made available to other sources since the Government does not own or have legal access to the source code. No other contractors have access to the proprietary data. Another contractor would have to write their own program capable of performing the same functions, which would result in excess cost and time. The Government would incur downtime for the development of this program to include beta testing of the program. There are no other products at this time manufactured by anyone capable of providing the program and required access codes.
