FISC San Diego is announcing its intent to issue a sole source procurement for Morning Pride Fire Fighting Gear under authority of FAR 6.302-1. This procurement is unrestricted. The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR4 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within seven days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a combin ed synopsis / solicitation for commercial items prepared in accordance with the information in FAR subpart 12.6 using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number / RFQ N00244-07-T-0899 applies; an electronic copy of the RFQ can be accessed at http://www.neco.navy.mil. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20 (9/6/07) and DFAR Change Notices effective through 9/6/07. The standard industrial code is 5087 (NAICS 423850) and the business size standard is 100 employees. The agency need is for Morning Pride fire gear as follows: 1) Morning Pride Coat (tan), P/N: LTO-34B2TC, 200 ea; 2) Morning Pride Pants (tan) , P/N: BPR-342TC, 200 ea; 3) Cairns Helmet (yellow), P/N: 1044, 120 e a; 4) Morning Pride Superglove (large), P/N: MPR, 114 ea; 5) Morning Pride PBI aluminum tails, P/N: LTO-76B2TC, 170 ea; 6) Morning Pride PBI aluminum pants, P/N: BPR-76B2TP, 170 ea; 7) Morning Pride Proximity Helmets, P/N: NC9575238 (BPR LF Plus), 170 ea; 8) Morning Pride Dyna Back suspenders, P/N: 19-814-937 (CIR HDW), 370 ea; 9) Morning Pride Proximity glove wristlet (large), P/N: 19-814-999, 170 ea; 10) Morning Pride Hood, P/N: 19-813-396, 370 each. This requirement is for a fixed priced contract for the 10 line items above plus the customer requires a 30 ? 45 delivery, custom fitting for each firefighter, NFPA 1851 compliant maintenance program (to include servicing and tracking of the gear). All items are to be delivered to: San Diego CA. The provision at FAR 52.212-1, Instructions to Offerors ? Commercial Items applies. Clause 52.212-4, Contract Terms and Conditions ? Commercial Items applies as well as 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items applies with the following applicable clauses for paragraph (b): FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era, FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Pr eference for Certain Domestic Commodities. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items. The government intends to make a single award to the responsible offeror whose offer meets the specifications above. Provision 52.212-2, Evaluation ? Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation?s minimum criteria for technical acceptability at the lowest price. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal q uote form, etc.) but must include the following information: 1) Compan y?s complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), anticipated delivery / availability of product / s, the company?s CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. All FAR certifications and representations specified above must also accompany your quote. Quotes must be received no later than 1:00 PM, local time on 09/24/07, and will only be accepted via e-mail @ (jessica.dunker@navy.mil) or at the following physical address: Fleet & Industrial Supply Center, 937 North Harbor Drive, 7th floor, San Diego CA 92132-0212.
