Description
The purpose of this notice is to provide answers to questions asked by potential offerors. The date and time for receipt of proposals remain unchanged at 21 September 2007, 2:00 Mountain Daylight Time. 1. QUESTION: What is the desired air duct size and type (portable, fixed)? ANSWER: The desired air duct size is 12 inches for the supply and 18 inches for the return. They should be portable. 2. QUESTION: What will these ducts be connected toa structure, tent with collapsible openings, etc.? ANSWER: The ducts will be connected to a temper tent system (20'x48') which has a connection link built into the tent system. 3. QUESTION: What is the voltage to be used? ANSWER: The voltage to be used is a 208V three-phased system. 4. QUESTION: What mil-spec connector is desired for the power connection? ANSWER: No information on this except that the unit should have the capability to connect to military style generators AS AN ALTERNATE and the primary power source will be from an overhead primary power source that will be provided commercially. 5. QUESTION: What is the desired rating on the electric heater? ANSWER: The desired rating on the electrical heater should be 50,000 BTUs at a minimum. 6. QUESTION: Are the power connections permanently affixed to the unit or do you desire cables that can be removed from the unit and the power source? ANSWER: The power cables should not be permanently fixed to the unit; there should be flexibility to remove them if needed. 7. QUESTION: What is the specification on the thermostat? ANSWER: The specification on the thermostat is that it contain safety shutoffs and troubleshooting indicator lights. A general thermostat model will be sufficient. 8. QUESTION: Are these units to all be installed at one location? If not, is there a map showing where these will be installed on McGregor Range? ANSWER: The units will be installed in one general location and a vicinity map as well as a specific location map for the McGregor Range area will be provided to the successful offeror. 9. QUESTION: Is there a location where every unit is to be installed including the logistics necessary to place the unit in its location? ANSWER: The location of where the units will be located is at FOB Meyer-Meyer Range Complex (which is within the McGregor Range area), an outdoor training area north of Fort Bliss-El Paso, and yes, we do have lift assets available to download and repositio n them. 10. QUESTION: Is this unit for a building, tent, shelter? If they are for a tent, are flexible ducts required and are the ducts going to be provided by the Government? If not, what will the unit mount to? ANSWER: The units will be for the temper tent system (20 FT x 48 FT), and yes, a flexible duct system is necessary for conveyance of the supply and return flows. The duct system will not be provided by the government, and the duct system will mount to the temper tent system pre-fabricated HVAC connection link. 11. QUESTION: Is this a vertical or horizontal unit? ANSWER: The ECU will be a horizontal unit to be located on the outside of each tent system and have forklift pockets for lifting capability. 12. QUESTION: What are the connector part numbers which are being requested to match the military style connectors? ANSWER: No information is available on the connector part numbers. 13. QUESTION: What is the primary unit input power and hertz? ANSWER: The primary unit input power should be 208V for a three-phased system. 14. QUESTION: Is the Government providing the power cable to hook up each unit? ANSWER: No, the government will not provide the power cable to hook up each unit. This shall be provided by the vendor. 15. QUESTION: What is the required amount of heat? ANSWER: Required amount of heat for each unit should be at 50,000 BTUs at a minimum. 16. QUESTION: Does setup include site prep or poured concrete pads? ANSWER: The site preparatio ns will already be complete for the unit locations and there will be no concrete pads for the units. The units will sit on prepared base course adjacent to the tent systems. 17: QUESTION: Are there any special security clearances or permits required? ANSWER: No, there are no special security clearances or permits required. 18. QUESTION: The description/definition of Environmental Control Unit (ECU) typically describes a Military Style Ruggedized Air Conditioner; whereas Air Condition (A/C) units are typically described as non-Robust Commercial. What does the government de sire; rugged Military Style ECUs or more Commercial Grade A/C units? ANSWER: The government project requires rugged style ECUs built for an outdoor location and setting. These will not be enclosed indoors or sheltered. Casing should be heavy gauge, galvanized steel. Exterior surfaces should be phosphatized and finished w ith a weather-resistant baked enamel finish. 19. QUESTION: Text of solicitation did not provide minimum desired Kilowatt of Heat. What is the governments desire for heat delivery? ANSWER: The desired heat delivery should be rated for 0 degree conditions which is usually around 80000 to 90000 BTUs. 20. QUESTION: The government did not specify connectivity from the ECU to the structure it is supporting. Is there a requirement to provide ducting? If so please be as specific as possible for size, length, insulated or not, color. ANSWER: There is a requirement to provide ducting and the typical sizes needed are 18 inches-24 inches. As for the length of the ducting, this should be set at 30 FT-50 FT. The color is not important but anything tan or off-white is acceptable. 21. QUESTION: Is there a color of ECU requirement? If so, then what color? ANSWER: The color of the ECU should be desert tan or army digital green, if possible. 22. QUESTION: The Solicitation calls out for: at least two-inch disposable filter. Filters of that size significantly increase the static pressure on the entire system. Is there a specified delivered static pressure to the structure? ANSWER: No. There is not a specified static pressure that is required. 23. QUESTION: What is the zip code for McGregor Range? ANSWER: McGregor Range is in New Mexico and the zip code is 88021.
