Description
The purpose of this amendment: Is to respond the question 1. Do you prepare a budget for more than the base year? Answer: Potential bidders should propose pricing for the option years. 2. We would provide a team approach to cover the myriad of skill sets, including a statistician. Is this acceptable? Answer - The proposed Principle investigator should posses the necessary skill set needed to fulfill the requirement. 3. Is the proposal a combined technical and commercial proposal? Answer - Yes 4. Do you require a complete project approach to be defined and if so what level of detail is necessary? Answer- Potential bidder?s proposals should address the evaluation criteria 5. Just to verify, what does "Labor rates fully burden" mean? How does that relate to other direct costs such as travel? Answer - Fully burden rates are rates inclusive of profit, G&A, and overhead expenses. Travel expenses should be listed separate. 6. Does all work have to be done at the Place of Performance or can I do work at my office in Evanston IL? Answer - A substantial amount of the work will need to be done at the place of performance; some analysis and reporting may lend itself to working off-site. 7. If an awarded is executed on September 21, 2007, does that mean a contract document is to be signed after that date? Answer - the contract will be signed on or about September 21, 2007. 8. Can I change the number of hours in the pricing? Answer - The pricing hours has been changed to 900 Labor hours. Additionally, the Research Assistant labor hours have been changed to optional however, bidders are advise to submit an hourly rate. 9. We envision being able to accomplish this project in collaboration with some resources that we can tap from our relationships in India. This would have the benefit of a good cost-benefit as well as excellent quality. Will you be open to such a collaborative proposal from us? The project would be lead by our company in California. Answer - This project must be conducted at the place of performance and cannot feasibly be done off-site. We would not be open to such a collaborative proposal based on the lack of feasibility to this approach. 10. Will the project consider a remotely located consultant (i.e. out of state) for assessment of data and report generation activities or is 100% of the work expected to be performed onsite at the specified place of performance? Answer - This project must substantially be conducted at the place of performance, which is at the FDA facility. In some instances, data assessment and report generation could be worked on remotely (i.e., out of state). Additional Issues: A. Reduce the total number of hours for the Principle Investigator to 900. B. Additionally, the Research Assistant hours are optional however, bidders are advise to submit an hourly rate. C. Proposal pages should not exceed 20 pages in length. D. potential offeror should provide a detailed CV, including education, publications, training and experience. The potential contractor should have a degree in statistics. Experience in computer science and/or an IT application is considered a plus. E. Potential Bidders must submit their TINS and DUNS numbers with their proposals. All other Terms and Condition remains unchanged.
