Description
The purpose of this amendment is to answer questions proposed by contractors and extend the proposal due date. Additionally, all contractors interested in submitting a proposal shall contact Ms. Diane Bethea at (202) 475-3206 or email Diane.L.Bethea@uscg.mil to receive a copy of the Performance Work Statement (PWS) QUESTION ONE Who is the incumbent providing these services? ANSWER ONE The United States Coast Guard (USCG) provides the training in house at this time. This is a new USCG initiative that is aviation related only. The competitive contractor would be able to show significant experience in aviation error management/detection principles and techniques and back these techniques with solid scientific data to insure credibility with instructors being taught (train the trainer course). Additionally, the instructors must be able to teach via the Havard case study method, and the course material, with USCG integration, must be delivered within the specified time. QUESTION TWO Are there any certifications required of the instructors? ANSWER TWO There are no certifications required of the instructors. However, Experience/proven track record teaching military aviators Error management is a needed. Military Rotary and/or fixed wing pilot certifications, especially in the Coast Guard, is highly desired. See Section 1.3.2.1.1 of the PWS for specific requirements. QUESTION THREE Is training done at GFF and are GFEs provided? ANSWER THREE The primary place of performance will be the USCG Aviation Training Center (ATC) Mobile, AL. See section 1.7 of the PWS. See sections 3.0 and 4.0 of the PWS. QUESTION FOUR What type of clearance do you require? ANSWER FOUR There is no requirement for Clearances at this time. See section 1.5 of the PWS. QUESTION FIVE How many students per class? And the frequency of training required per year? ANSWER FIVE Up to 20 per class, the frequency of classes is likely to be twice annually. QUESTION SIX Is travel necessary outside of DC? ANSWER SIX Yes. The proposal due date is changed from September 18, 2007 at 2:00pm eastern time to September 21, 2007 at 2:00pm eastern time. All other terms and conditions remain unchanged.
