Description
Numbered note 25 applies. Seeking 8(a), SDVOSB and or HUB Zone firms. Prime contractor must be a Registered Roof Consultant (RRC) certified by the Roof Consultants Institue located in Raleigh, NC. Inspect six roofs including flashing, insulation, walkways, coping, capstones, gravel stops, pitch pockets, penetrations, parapet walls, drains, fascia, eves, downspouts, caulk, heating cables, and roofing materisl, including built-up, EPDM, asphalt shingle, slate shingle, metal, asphalt roll, etc. Provi de access to roof management system software and populate the software with the results of the roof inspection and other data collected by the contractor. Software shall be: a) off-the-shelf and shall not require development for this project; b) accessib le by at least three government employees via desktop computers to the same single database (three government employees shall be able to input information into and get reports from the software); c) non-proprietary, meaning that there shall be no costs or fees to use the software after its initiation implementation; d) accessible for three years after database is populated; e) capable of downloading all the raw data into electronic files by government personall that are accessible by Microsoft Office suite of software - these requirements are to prevent loss of access to the software and database for three years and to ensure that the government retains and can use the data after the three year period. The software shall accept and report on teh following m inimum information and or data: a) construction details; b) graphic representation of roofs by roof section; c) warranty information; d) maintenance, repair and replacement history including dates and costs; e) inspection results, both recent and histo ric - reports shall include both words and graphic representations; f) future maintenance, repair and replacement recommendations including dates and costs. Contractor shall populate the roof management system with the information collected from the roof inspection and from the collection of data available in the Public Works Office. Debris removal includes cleaning around drains and in gutters; removing dirt accumulated in low spots; removing organic materials like leaves or grass; removing small items such as nuts, bolts, rags, insulation, etc. that may have blown ontor or been left there; purpose of the removal is to eliminate any foreigh materials that would harm the roof, reduce the roof's life span or cause water damage due to poor drainage. Atten tion is directed to note 25. Submittal will also include copy of certificate from RCI; prior history; and samples of reports and database information. Electronic submissions will be accepted. IMPORTANT: responses must be limited to no more than 10 page s. Submission of a capabilites statement is not a prerequisite to any potential future offerings but participation will assist the arsenal in tailoring requirements to be consistent with industry capabilities. Respondents WILL NOT be notified of the results of the evaluation. Statements that do not meet all the requirements or submitte dwithin the allotted time will not be considered. Contractors must be registered in the Central Contractor Registration database to be eligible for award.
