The following has been added: A pre-proposal conference is scheduled for Tuesday, 16 October 10:00 a.m. at: Lafayette River Annex (LRA) Auditorium Bldg A, Room 0415 (in the Basement) 6506 Hampton Blvd Norfolk, VA 23508 In order to attend, the following information is required: 1. End of amendment.******************************* Commander Navy Region Mid-Atlantic (CNRMA) requires labor, management, supervision, supplies, material, and equipment, transportation, and any other items necessary to provide security related services in support of the following U.S. Navy Installations locations: Naval Security Group Activity Northwest Annex, VA, Naval Weapons Station Yorktown/Cheatham Annex, VA, Naval Air Station Brunswick, ME, Naval Air Station Lakehurst, NJ, Naval Submarine Base New London, CT, Naval Station Newport, RI, Naval Shipyard Portsmouth, ME and USS Constitution (Boston, MA). The contract shall also provide future support primarily at but not limited to the following locations: Naval Amphibious Base Little Creek, VA, Naval Station Norfolk, VA, Naval Support Activity Norfolk, VA, Oceana/Dam Neck, VA and Joint Reserve Base Willow Grove, PA. These five locations are included as Pre-Priced Options which may be exercised by the Government in the future. The successful contractor shall provide armed and administrative security services and may be working along side existing Government security forces that have law enforcement responsibilities. Specific duties include, but not limited to, entry control point services, roving patrol services, pass and I.D. office services, emergency dispatching services, traffic court services (administrative), arms room services, training services (administrative and recordkeeping), physical security surveys, police administration, police supply services and impound services. The Navy Police/Security/Emergency Services organizations will be responsible for all law enforcement, investigative, and crisis response functions on the base. The contractor s security force will provide security services as specified above, not law enforcement duties as they are inherently governmental. Installation/areas where work will be performed and estimated direct production security officer positions (based on current staffing) related to the duties specified above are as follows: The contract will be issued as a combination Firm-Fixed Price/Indefinite Quantity type contract. The Period of Performance is for a base period with four one-year option periods, and five one-year award option periods. Total services will not exceed 120 months. Award options are anticipated unless precluded by legislative language (Bob Stump National Defense Authorization Act; PL 107-314 Sec 332). Start up of the individual installations will be phased-in during the base period of the contract. A transition period of 60 days to full performance at each installation maybe required. This is a negotiated source selection procurement that consists of the submission of technical and price proposals. The source selection process to be used is Best Value Trade-Off Approach. This is an 8(a) competitive requirement. Award will be made to the offeror whose total price and technical proposal offers the best value to the Government. The North American Industry Classification System (NAICS) Code is 561612 with a size standard of $17,000,000.00. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued.
