Description
The Department of Transportation (DOT), Federal Aviation Administration (FAA), Air Traffic Organization - EnRoute (ATO-E) plans to extend the current Second-Level Maintenance activities for the Display System Replacement (DSR)/User Request Evaluation Tool (URET) systems; Contractor Depot Logistics Support (CDLS) for DSR, URET, Initial Academy Training System (IATS), and Data Position (D-POS); and continue engineering and maintenance tasks associated with the EnRoute legacy automation systems, through September 30, 2009, under the AAS/DSR Contract DTFA01-88-C-00042 with Lockheed Martin Transportation and Security Solutions (LMTSS). The extension of CDLS and Second-Level Maintenance requirements are within the overall DSR contract period of performance and are mission critical to support the transition of the legacy EnRoute automation systems to EnRoute Automation Modernization (ERAM) systems. There are numerous interdependencies between the DSR and ERAM systems and the short transition timeline to ERAM (2009) does not allow other than LMTSS to complete these activities without significant risk to current EnRoute Air Traffic operations and the transition to ERAM. The existing DSR consoles and displays become part of the ERAM system baseline after ERAM transition. ERAM replaces all software and backroom equipment at all twenty Air Route Traffic Control Centers (ARTCCs). As a result, the CDLS and software maintenance activities are intertwined with ERAM. The ERAM program will rely on DSR CDLS activities to maintain DSR consoles and displays until ERAM transition is complete, and DSR software maintenance activities not only maintain the DSR software baseline, but qualify ERAM required software and firmware changes on DSR processors. Specifically, • LMTSS experience in developing and supporting DSR/URET will eliminate the time required to set up for (subcontracts, databases, facilities, personnel etc.) and become familiar with DSR/URET CDLS and second-level tasks thus avoiding the potential for logistics/software support disruption to DSR/URET and the interdependent schedule impacts to the fielding of the ERAM system by maintaining a single, integrated support provider until the ERAM transition is complete. • LMTSS, as prime integrator, is uniquely positioned to understand, manage and provide continuous depot support for the multi-phased and numerous complexities and risks of transitioning EnRoute operational and support sites to ERAM including the continued support of the proprietary, aging and obsolete CDG cabinet until it is replaced by ERAM; and the replacement of hundreds of RISC 6000 processors; and repair capabilities for unique and no longer manufactured DSR LRUs. • LTMSS has acquired the expertise and subject matter experts (SMEs) for Second-level maintenance activities that include Software Maintenance Process, Software Maintenance Operating Procedures, Verification and Regression (V&R) Testing Process, Engineering Change Control Board (ECCB) Process, CAS Maintenance Process, Defect Prevention Process, and Critical Thread Review Process. In accordance with FAA Acquisition Policy 3.2.2.4 and AMS Procurement Guidance T3.2.2.4.A.3, the purpose of this announcement is to inform industry of the extension of DSR/URET sustainment activities, i.e. Second-level support and CDLS activities under Contract DTFA01-88-C-00042.
