- NAICS Code: 813312 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), ENERGY STAR Residential Branch (ESRB) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the Building Performance Institute (BPI) to demonstrate in two markets the viability of BPI accreditation as a Quality Assurance program. BPI is a national certification and accreditation body for contractors participating in the EPA/DOE Home Performance with ENERGY STAR (HPwES) programs. BPI has developed residential energy efficiency standards for both technician certification and company accreditation. This contract will demonstrate the development and implementation of a Quality Assurance program that can monitor compliance with the BPI accreditation and certification program. This will demonstrate the effectiveness of the accreditation and certification program as a delivery mechanism of Quality Assurance for HPwES programs. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that BPI is uniquely qualified to perform this service, as it is the only nationally recognized residential building science certification and accreditation body serving the HPwES programs available in the United States. BPI, in cooperation with the building performance industry stakeholders, has established a professional performance bar at the appropriate level to ensure the consistent delivery of exceptional building performance service to those entrusting the BPI brand and working under an HPwES sponsored program. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within fifteen (15) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. All questions should be directed to Sharron K.
