Description
1. BACKGROUND The U.S. Department of Commerce?s Commercial Law Development Program (CLDP) has been providing technical assistance to the Government of Tunisia as it strives to fight unemployment, especially the unemployment of young engineers. To that effect, CLDP has helped Tunisia foster the growth of technology-based Small and Medium-sized Enterprises (SMEs), by building Tunisia?s expertise in the management of technology projects. In particular, CLDP has helped develop such capabilities at Institut des Hautes Etudes Commerciales (IHEC) and at Ecole Polytechnique, respectively Tunisia?s premier business school and engineering school. Under CLDP?s program, IHEC and Ecole Polytechnique reached a stage where creating a case study-based textbook on ?Entrepreneurship and Innovation in the Maghreb? (hereafter referred to as ?the Textbook?) was necessary in order to codify Tunisia?s newly developed management of technology expertise. IHEC has taken the lead in developing the Textbook and in drafting it in French. The purpose of this Contract is to augment CLDP?s in-house expertise as it assists IHEC in finalizing the Textbook. Specifically, under the Contract, the Contractor will provide expertise, comments and drafts on the content of the Textbook. 2. CONTRACTOR RESPONSIBILITIES During the Contract period, the Contractor will assist CLDP in providing expertise in the areas of entrepreneurship and innovation in SME?s to IHEC as it finalizes the 150 to 200 page Textbook. In particular, the Contractor may be called upon by CLDP to do the following: 2.1 To review the drafts of chapters in the 150 to 200 page Textbook prepared by IHEC, and provide comments in order to finalize the text prior to publication. 2.2 To draft specific sections of the Textbook, in French, after review by CLDP. 3. FORCE MAJEURE In case of events beyond the control of the parties, CLDP and the Contractor will agree upon a new schedule and period of performance. The duration of this contract is from date of award through September 15, 2008. The Government contemplates an award of a Requirements Contract, FAR 52.216-21, resulting from this RFQ. Vendor must be actively registered in the Central Contractors Registration, CCR, in accordance with FAR 52.204-7. The solicitation notice and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (FedBizOpps) site www.fedbizopps.gov or www.eps.gov. All responsible sources may submit a response which if timely received, must be considered by the Agency. No paper copies of solicitations or amendments will be issued. No telephone facsimile or written request for the solicitation will be accepted. When the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.
