Description
Notice of Intent to award a sole source purchase order to: Gans & Pugh Associates, Inc. 690 Center Street Herndon, VA 21070 703-709-0305 This procurement is being conducted under Federal Acquisition Regulations (FAR) Part 6.302-1, for Other than Full and Open Competition and FAR Part 13. This is a NOTICE OF INTENT TO AWARD A CONTRACT BASED ON A BRAND NAME REQUIREMENT. No contract will be a warded on the basis of offers received in response to this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) c ode for this acquisition is 334220 with a small business size standard of 750 employees. It is the intentions of Headquarters, US Army Intelligence and Security Command to combine and purchase 6 Each iQ175 GPS Beacon, Mini Q Beacon and 6 Each iQ172 Enhanc ed Beacon Receivers. There is no solicitation number. PR Number W23BFK72567001 is provided, for identification purposes only. Interested parties may identify their interest by submitting quotations. The provision at FAR 52.212.1, Instructions to Offerors, Commercial, applies to this acquisition. A completed copy of the provision at FAR 52.212.3, Offeror Representations and Certifications for Commercial Items must be included with the offer. Responses to this notice shall be received no later 3:30 PM Eastern Standard Time (EST), Friday, 21 September 2007. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. The following justification and approval is provided for other than full and open competition for this purchase. 1. This request for just ification for other than full and open competition is for purchase of 6 Each iQ175 GPS Beacon, Mini Q Beacon and 6 Each iQ172 Enhanced Beacon Receivers. 2. Statutory Authority: FAR 6.302-1, only one responsible source and no other supplies or services wi ll satisfy agency requirements. Efforts to solicit other contractors will be made via http://www.fedbizopps.gov in accordance with FAR 5.2. A Notice of Intent to Award Sole Source will be issued on Tuesday, September 18, 2007. The an ticipated cost of this acquisition is determined fair and reasonable by comparison of prices proposed in other purchases of this nature. This justification is accurate and complete to the best of my knowledge and belief. See Note 22.
