Description
17. This acquisition is for the Improved Data Modem (IDM) Version 9.1, Army Operational Flight Program, computer software Configuration Item (CSCI), Engineering Services. This service is restricted to Innovative Concepts, Inc. (ICI). because of th e authority 10 USC 2304©(1), as implemented by FAR 6.302-1 entitled, Only one responsible source and no other supplies or services will satisfy agency requirements will be used for this requirement. ICI, 8200 Greensboro Drive, Suite 700, McLean, Virgini a 22102 is the only source capable of providing this effort because of experience, engineering and technical expertise. ICI is the sole source and has proprietary rights on the Operational Flight Program (OFP) software that is an integral part of the IDM design. They possess the only existing database, proprietary commercial off the shelf (COTS) software license, software source code, special tools, equipment and facilities capable of fulfilling this requirement. All offerors must meet prequalification requirements in order to be eligible for award. Firms that recognize and can produce the required item described above are encouraged to identify themselves. Firms are encouraged to seek source approval in order to compete for future solicitations by acc essing the website www.redstone.army.mil/cmo/ and looking under Qualification Procedures for Aviation Requirements. All responsible sources may submit an offer which shall be considered by the Agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of solicitation; however, the solicitation will not close prior to the date stated above. Foreign Firms are reminded that all requested for solicitation must be processed through their respective embassie s. No telephone request will be accepted.
