- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote, number Q9512070085. This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-18. The National Park Service contemplates award of a firm fixed price purchase order or purchase orders as a result of this combined synopsis/solicitation, to the Offeror or Offerors providing the best value to the Government, considering price, delivery, and quality of material. This solicitation is being issued as a small business set-aside, however, large businesses are encouraged to respond in the event that no responsive small business submits a quote. All responsible small business concerns may submit a quotation which shall be considered by the National Park Service. Offerors must be registered in Central Contractor Registration (CCR) in order to be considered eligible for award. The CCR website address is http://www.ccr.gov. NAICS code is 212321. The small business size standard is 500 employees. Anticipated award date is Monday, September 24, 2007. DESCRIPTION/CLIN0001: Contractor to load, haul, and stockpile 1-1/4 inch crushed surfacing (gravel) and select borrow to the Upper Queets and Graves Creek stockpile sites. The government estimates a quantity of 1,200 to 2,000 tons (50% 1-1/4" crushed surfacing (gravel) and 50% select borrow), between $35,000 and $55,000. The quantity awarded will depend upon available funding. 50% of the total quantity ordered for each type of material needs to be delivered to each stockpile location. Material shall conform to Washington State Dept. of Transportation's Standard Specifications for Road, Bridge, and Municipal Construction manual, 2006 edition, Section 9-03.9(3) for 1-1/4" crushed surfacing (gravel), and Section 9-03.14(2) for select borrow. DELIVERY: The Contracting Officer's Representative (COR) will be responsible for government inspection and acceptance of material prior to award, and after award will coordinate with the contractor to schedule deliveries. Delivery of each type of materials is to be stockpiled in two separate locations: the "Park Pit" on Forest Service Road (FSR) 218011 for Upper Queets, and the "Slash F" pit off of the North Shore Road at Lake Quinault for Graves Creek. Directions to the "Park Pit" for the Upper Queets site: The site is approximately 15 miles south of Kalaloch and 9 miles east of Highway 101. Take FSR 21 to FSR 2180 and proceed to the junction of FSR 2180010 and FSR 2180011. The stockpile site is located approximately .3 miles from the junction of FSR 2180010 and 2180011, on the left side of the road. Pup or transfer trailers can be utilized for delivering to this site. Directions to the "Slash F" pit for the Graves Creek site: The pit is located approximately 9 miles from Highway 101 on the right, off of the North Shore Road. Pup or transfer trailers may be utilized for delivering to this site, but Offerors are responsible for making final determination. SCHEDULE: Quotes shall include the following items: a) price per ton for each type of material (1-1/4" crushed surfacing (gravel) and select borrow); b) price per delivery (round trip), with approximate quantity that can be hauled for each type of material per delivery; c) delivery lead time; and d) whether the Offeror is capable of delivering to the Graves Creek site with a pup or transfer trailer (if not, state alternative means of making delivery). Quotes are due at Olympic National Park, Contracting Office, 600 East Park Avenue, Port Angeles, Washington 98362 no later than Friday, September 21, 2007. Award will be made based upon the best value to the Government in accordance with procedures in FAR 13.106-2(b). Offerors are to include a completed copy of provision FAR 52.212-3, Offeror Representations and Certifications, Commercial Items.
