Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: Chamber 4 Refurbish: EPG intends to refurbish Chamber 4 at the E3 Test Facil ity. Current anechoic material is falling off the walls and ceiling. Current mounting of the anechoic material is stood off from the chamber walls taking up valuable chamber space Minimum allowance were made for AC venting in some cases AC and return air had no place to go. Power outlets and grounding points are hard to access. Chamber is dark with current lighting. Description of work. Remove and dispose current anechoic material. RF shield Inspection, IAW NSA 65-6/MIL-STD-285, RF Shielding testing and repairs. RF shield doors, inspection, service and Repair. Provide new anechoic material, truncated cones are desirable. But still must maintain a minimum absorption discussed in Table I, MIL-STD-461E and show below: TABLE I. Absorption at normal incidence. Frequency Minimum absorption 80 MHz - 250 MHz 6 d B above 250 MHz 10 dB Minimize the standoff from the chamber walls and ceiling of the anechoic mounting provision. Improve the current anechoic mounting provision . Flow through material will be used at AC ducting and return air. Lighting will be up graded to low EM emission florescent staggered with incandescent. Two camera mounts that extend past the Anechoic to accommodate RF hardened for safety and EUT monitoring. Exiting power outlets and ground points will be moved out for ease of access with new anechoic. Chamber floor will be cleaned and sealed with Epoxy type concrete sealant in a color that enhances the lighting but will not show dirt, EPG choice. FOB DESTINATION: Fort Huachuca, Arizona. Payment will be made by Defense Finance and Accounting under Net 30 Terms. Offers are due no later than 6:00 p.m., Mountain Standard Time, Friday, 21 September 2007. Offers shall be submitted electronically at: v irginia.miller@epg.army.mil. EVALUATION CRITERIA/PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Performance, and Price. The re sult of the award will be posted in Fedbizopps(http://www.fbo.gov/) under Award Notices. Questions pertaining to the Award Notice must be submitted in writing. The synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. This is a full and open procurement. The NAICS code is 334220. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. All Electronic and Information Technology will be Section 508 of the Rehabilitation Act of 1973 compliant. The following FAR provision 52.212-1, Instruction to Offerors Commercial item s, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above). Offerors shall include a completed copy of FAR provision 52.212-3,Offeror Representations and Certifications Commercial Items, and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes with its offer. FAR clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, C ontract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition. FAR clause 52.219-8, Utilization of Small Business Concerns ap ply. The government reserves the right to select for award, all, some, or none of the proposals received in response to this announcement.
