- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: 1 each, Electric Field Isotropic Field Probe to cover 40 to 45 GHz: Technica l requirements: Isotropic field probe should be able to talk back to the AR FM7004 controller up to 100 meters. The requirement is to measure fields in the 40 to 45 GHz frequency range. However, the probe with the greatest flexibility is the most cost ef fective and effencient. REQUIRED SPECIFICATIONS: Compatible with AR FM 7004 Monitor. Frequency Response 40 to 45 GHz or greater; Analog Response Time 50 µsec or faster; Isotropic Deviation .at most + 1 dB; Sensitivity 1 - 300 V/m; Linearity + 0 .5dB; Probe Sampling Rate 5 Hz. Or quicker; Operating Temperature Range 0 to 50 degrees C; 1 each, True RMS Isotropic Field Probe that covers 300 MHz to 50 GHz: Technical requirements: Isotropic field probe should be able to talk back to the AR FM70 04 controller up to 100 meters. EPG requires a probe that is designed to measure the high field strength of pulsed (radar) fields and the ability to read the true Root Mean Squared (RMS) level of a given field: REQUIRED SPECIFICATIONS: Must be compatibl e with AR FM7004 monitor; Frequency Response 300MHz50 GHz or greater; Analog Response Time 100msec or faster; Isotropic Deviation at most + 1 dB; Sensitivity 8 to 614 V/m; Linearity .+ 0.5dB (39 to 614 V/m); Probe Sampling Rate 5 Hz. Or quicker; Operating Temperature Range 0 to 50 degrees C; 2 each, Laser Electric Field Isotropic Field Probe to cover 10 kHz to 18 GHz. Technical requirements: Isotropic field probe should be able to talk back to the AR FM7004 controller up to 100 meters via and interface unit. The requirement is to measure fields in the 10 kHz to 18 GHz frequency range. The isotropic laser probe should contain some sort of compensation to provide linearization, temperature compensation, control, and communication functions. Nois e reduction and temperature compensation should allow accurate measurements down to 1 V/m without zero adjustment. Probe system should have a minimum of a 60 dB dynamic range. When rotated about its mounting base the probe provides isotropic response of +1 .5 dB or better. Being laser powered this will allow for continuous operation without recharging or battery replacement. Be able to measure fields at distances of 100 meters via interface unit. Probe system should be able to provide X, Y, Z, and isotrop ic field readings. REQUIRED SPECIFICATIONS: Frequency Response (w/calibration factors applied) 10 kHz18 GHz minimum; Response Time/ Sampling Rate .20 msec/up to 50 samples per second or quicker; Isotropic Deviation ±1.5 dB or better; Sensitivity 11000 V/m or better; Linearity, 1 to 1000 V/m ±0.5dB and ±0.3 V/m; Temperature Stability .+0.5dB over operating temperature range; Data returned from probe X, Y, Z axes, and composite Power Requirements . Laser powered from interface; Operating Temperature Range 10°C to 40°C (50°F to 104°F Calibration Data NIST Traceable Calibration Report from an A2LA or NAVLAP accredited or lab supplied with probe. FOB DESTINATION: Fort Huachuca, A rizona. Payment will be made by Defense Finance and Accounting under Net 30 Terms. Offers are due no later than 6:00 p.m., Mountain Standard Time, Friday, 21 September 2007. Offers shall be submitted electronically at: virginia.miller@epg.army.mil. EVAL UATION CRITERIA/PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Performance, and Price. The NAICS code is 334220. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. All Electronic and Information Technology will be Section 508 of the Rehabilitation Act of 1973 compliant. The following FAR provision 52.212-1, Instruction to Offerors Commercial items, appli es to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above).
