Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-20. This acquisition is a small business set-aside and the NAICS code is 624190 and the Business Size Standard is $6.5M. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The Court Services and Offenders Supervision Agency is seeking a qualified, capable, and interested small businesses to provide Community Coordination Services in support of the Agency?s Violence Reduction program. The Violence Reduction Program (VRP) is a programmatic intervention that blends best practices from the literature ? such as cognitive behavioral therapy and mentoring ? into a three-phase treatment intervention for men, aged 18-35 with histories of violent, weapons, and/or drug distribution convictions. The goal of the Violence Reduction Program is to help offenders: - Develop non-violent approaches to conflict resolution. - Increase problem-solving skills. - Adopt communication styles that improve social skills. - Establish an alternative peer network by promoting pro-social supports and accountability networks. - Learn and apply skills to regulate anxiety. Each year, CSOSA organizes up to eight cohorts of approximately 15-25 offenders to participate in Violence Reduction Program Groups. Offenders are referred to VRP cohorts based on their residence in or near four Washington, DC neighborhoods: Columbia Heights, Marshall Heights, Congress Heights, and a fourth area to be named in FY 2007. Phase I: Assessment and Treatment Readiness (6 weeks) - Offenders receive comprehensive psychological and educational assessments to determine program suitability. - Offenders attend weekly treatment readiness sessions that introduce them to the cognitive-behavioral intervention model. Phase II: Cognitive Behavioral Therapy (12 weeks) - Offenders participate in cognitive behavioral therapy (Controlling Anger & Learning to Manage It ? CALM). - CALM is a 24-session group training program intended to reduce anger, violence, and emotional loss of control in males with a history of these challenges. - CALM employs psycho-educational instruction, role-plays, discussions, practical exercises, and homework assignments to convey new knowledge and skills to participants. Phase III: Aftercare and Community Reintegration - Offenders must participate in up to eight (8) weekly aftercare groups. - Offenders may choose to continue to participate in up to ten (10) VRP alumni groups. - ?Community Life Coaches? volunteer to guide offenders as they navigate their neighborhoods, while reinforcing use of relaxation and stress management techniques and cognitive skills acquired during CALM. - Offenders continue to learn and practice valuable stress reduction and relaxation techniques. - Offenders complete community service projects to repair the harm caused by crime. Scope of Work The contractor shall provide all labor, material, equipment and facilities (unless otherwise stated herein) to conduct over a 12-month performance period the Specific Tasks described in detail below. In broad terms, the Contractor shall - Recruit and train Community Life Coaches. - Facilitate support groups consisting of offenders and Community Life Coaches. - Develop and deliver a curriculum for support groups designed to promote a pro-social, long-term relationship between individual Community Life Coaches and offenders. Community Life Coaches will serve as natural points of support for offenders in avoiding a return to high-risk behavior, situations, and or locations in the community. The contractor may invite and schedule community-based organizations or other presenters to attend aftercare groups. The resources offered by guest presenters should be relevant to the aspirations and desires of offenders in the aftercare groups. Guest presenters may also include an individual to teach stress reduction and relaxation techniques to offender cohorts. Required Resources - Government Furnished Property: The Government will provide group space for Life Coach training sessions and up to eight (8) VRP aftercare group sessions. - Contractor Furnished Property: The Contractor shall identify and facilitate up to ten (10) monthly VRP alumni group sessions at a non-CSOSA location in or near the VRP site. The Contractor must submit and receive approval from the Program Officer prior to the use of the site. - Personnel Requirements: 1. The contractor shall document previous experience in working with offender populations. 2. All Contractor personnel shall submit to a Government conducted background investigation prior to performing work. The intent and purpose of this investigation is to preclude the assignment of any individual who poses a threat to the Government or successful work completion due to past unlawful or inappropriate behavior. 3. Each prospective offeror employee shall furnish all required data in the form and format to be provided by the CSOSA Office of Security Management. As a condition of continued employment via this contract, the Contractor must be able to pass this mandatory security clearance. 4. Contractor?s employees must be U.S. citizens or be lawfully permitted to reside in the United States and possess a valid work permit. Specific Tasks - Recruit a minimum of eight (8) individuals who can serve as Community Life Coaches for each group of offenders in the Violence Reduction Program. - Conduct one (1) training session for volunteer Community Life Coaches who will engage in one-on-one mentoring. - Facilitate up to eight (8) weekly aftercare group sessions at the VRP program site(s) for which the contractor is responsible. - Facilitate up to ten (10) monthly VRP alumni groups at the VRP program site(s) for which the contractor is responsible. NOTE: ALL FACILITIES SHALL BE LOCATED IN THE WASHINGTON D.C. METROPOLITAN AREA. - Work with each cohort of offenders to engage in one (1) community service project that serves as a symbolic act of restoration to the community. - Provide monthly reports of Community Life Coach engagement with offenders outside group sessions. Pricing: Base Term: CLIN 0001 Community Coordination Services, Price Per Session CLIN 0002 Support Material (e.g books, handouts), Price Per Session Term One: CLIN 1001 Community Coordination Services, Price Per Session CLIN 1002 Support Material (e.g books, handouts), Price Per Session Term Two: CLIN 2001 Community Coordination Services, Price Per Session CLIN 2002 Support Material (e.g books, handouts), Price Per Session Term Three: CLIN 3001 Community Coordination Services, Price Per Session CLIN 3002 Support Material (e.g books, handouts), Price Per Session Term Four: CLIN 4001 Community Coordination Services, Price Per Session CLIN 4002 Support Material (e.g books, handouts), Price Per Session The Government estimates that it will require 72 sessions per year. The cost of recruiting and training volunteer community life coaches shall be included in the offeror?s per session price. The Period of Performances shall be one year from the date of award, with four (4) successive terms. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order. For evaluation purposes, the offeror shall provide the following: (1) Representative resume of all contractor personnel providing on site services. (2) a brief description of the offeror approach to providing the required services, limited to two 8.5 X11 pages and (3) Offer quote to provide services on a per session basis with a fixed per session price for support material. The Government reserves the right to award a purchase order to a maximum of two vendors or may elect to award an order to none of the offerors. Should the Government elect to award a purchase order to two offerors, the estimated seventy two (72) sessions identified above will be split among the successful offerors. The Government reserves the right to make the determination as to how the distribution of the sessions shall be made. All session will be delivered in the Washington D.C. Metropolitan Area. The specific delivery dates and time for each session will be determined by the Contracting Officer Representative. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government. The government reserves the right to make an award without discussions. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items with its offer. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
