- The purpose of this modification is to show the following questions and answers on Solicitation Number M07RQ14670. Provide EMC Documentum electronic records functionality, or provide an automated migration path to EMC Documentum Records Manager" Question: That text appears in the introduction rather than in the "Requirements" secion. Does this imply that connectivity with EMC is an optional or future component of the eFOIA system? Connectivity with EMC is a requirement. Section I Operational and Functional Requirements: "Redaction: There must be a redaction capability within the system or a way to integrate with the Appligent Redax software to redact PDF documents" Question. Does MRM currently use Appligent Redax? Yes. Section II Records Management Storage and maintenance: The system must provide for the storage, maintenance, and access to the current and historical electronic records. Question: Does the customer have the expectation that legacy records (released and reviewed documents, past correspondence with requesters, for example) will be imported into the new system? If so, can MRM provide guidance on the number, complexity, and size of those documents? We need the capability delivered, but the contractor will not be asked to import the legacy records identified in the question. The number, size and complexity of the documents is information which will require too much time to pull together for purposes of this solicitation. Section IV, Integration. "Compatible: System must be compatible with Windows XP. If the software uses other COTS for databases, MRM prefers MS SQL Server" Question: Can MRM please provide the following: - preferred version of MS SQLServer 2005 - current desktop browser version Internet Explorer 6.0.2900.2180 Section VIII: Quantities and Location "4 licenses plus 1 administrator license must be included in the proposal" "Locations: 5 seats are located in Lakewood, ...." Questions: Does the MRM FOIA team consist of 4 active users, or is it 5 active users (one of which would also act as system administrator)? 5 active users Of the 4 or 5 users, how many are in each of the following roles: - clerical / data entry -1 - FOIA analysts/officers -3 - FOIA team management /system administrator -1 Of the 4 or 5 users, do all team members actively work on FOIA request all day every day, or is there some known "pattern" to predict how many members would be logged in to the system at any point in time. The 3 FOIA Analysts/Officers actively work on FOIA requests all day most days. The FOIA Team Manager /system administrator would only use the system occasionally to review progress and obtain statistics for reporting purposes and administer/update the system as necessary . The clerical/data entry person would access the system daily, but would not be in the system all day. (Any clarification that you can bring on roles and responsibilities would be much appreciated) Section IX Other "Migration: The contractor shall convert data from the legacy FOIA Access Tracking database to the provided system" Question: In order to provide an accurate estimate on the cost of data conversion, we would need to know the following information. - how many requests (total count) are in the current database? 434 closed, 63 appeals, and 72 current - how many requesters are in the current database? There are 620 combined requesters and internal contacts in the database - how many internal contacts / record owners are stored in the current database see above question - can MRM provide -at a minimum- the database schema(s) for the Access database Providing the schema would likely create more questions than answers. We are providing a copy of the MRM FOIA ACCESS DATABASE data entry guide instead. Other topics not specifically covered in the RFP: Question: Can MRM provide any guidance on the number of requests processed in a typical year? It varies from 45 to 75. Question: Can MRM provide guidance on the size of potentially responsive documents to a typical request? Varies from 1 page to thousands of pages, typically around a couple of hundred pages. (an approximate page count of the smallest, larges, and "typical" request would be helpful) Question: The RFP does not make mention of the "scoring system" to be used to rate the proposals. Can you please provide clarification on how bids will be evaluated and scored? NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (18-SEP-2007); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
