- The response due date for this requirement has been moved from 20 September 2007 to 24 Sept. 2007 at 12:00p.m. (CST). See the answers to all the questions submitted below: -Are the units to be of rotary or static design? Rotary -Is the bid to be for two or three units? Three -Are the primary and secondary cable/conductors to be replaced? I believe that the existing cabling could be reused to lessen the cost impact.If the cabling needs to be replaced that can be a separate maintenance issue. -The solicitation states ?Also, the contractor must have the NAICS code listed in this solicitation on their CCR registration? 335312 is for motor and generator manufacturing. Is this required? Yes -Do Davis Bacon Wages apply? No ? since the cost of the converters exceed the cost of install this requirement is being treated as a supply, not a construction project. -Are certified payrolls required? No since Davis Bacon does not apply -What are the work hours? 730-4:30- unless approved through the contracting officer -Who is to furnish escorts? We will furnish the escorts -What durations are available for outages? As long as each unit can be isolated and replaced individually there should not be an outage. -Is there a desired outage time during the remove and replacement? No more than 48 hours. -Can the existing conduit be re-used when possible? Yes as long as it meets code requirements.The existing conduit is aluminum. -Can the new units be delivered on-site, or will it have to be transported on to the base by the installer? The government does not want to get into the practice of loading and unloading the equipment.The contractor should coordinate the delivery so it can be off loaded and set in place that day or in a location where the contractor can load it at a later date.The government will not accept any liability during this process -Is there any existing Exhaust Fans or any kind of Air Movement available in the Frequency Converter Room? This question is not applicable because we are requesting rotary converters. -If no ventilation exists, would it be possible to have Ventilation Installed? This question is not applicable because we are requesting rotary converters. -Can we bid a Static designed system versus a rotary that is designed for 50 degrees C? No -When each converter is removed, wiring of the new SSFC (Solid State Frequency Converter) is to the existing panels feeding the 460 VAC into the unit; and the SSFC unit will feed existing 400Hz Load panels? We are not going to use SSFC?s. -Is the 400 Hz Load distribution panel in each converter room within site of the existing converter? (This is a code requirement) Yes, the main 400 Hz switchgear is within line of site of the converters. From there they feed out to the 400 Hz distribution panels throughout the facility. They can be locked and tagged at the switchgear. -Do individual 400 Hz branch circuit breakers feed each Back Shop, each aircraft test equipment, and/or each trainer? Yes -Are Spare Parts required for the support of the new SSFCs? No. We are requesting a maintenance contract with warranty. Again rotary only. -Is Start Up, and post install testing of the SSFCs required? Yes -Is an Operation Training Course required? Just an Operational Procedures Manual. -Is a Maintenance Training Course required? No due to the maintenance contract. -Is there an extant Electrical One-Line diagram of the existing converter installations? The 400 Hz switchgear was replaced in the early 90?s. We are still trying to get our hands on the submittals -Is it required to install new 460 Volt feeder Circuit breakers in existing panel? The breakers do not need to be replaced unless the new converters require a change in the size based on code requirement. -Is it the US Government's requirements that the SSFC have an identical minimum output rating? All rotary units will be identical. -Is the specified 577 Amps a "per phase,? number? This is 199 kVA, as stated above? No. It is 3 phase total amperage. -Please clarify that the equivalent 577 Amps, 3-pahse, corresponding to 199 kVA is at a Power Factor of 0.8? Yes -Is the 199 kVA a continuous rating? Or an overload rating? Continuous -Are the three referenced above M-G Sets installed in one room, or separate rooms? One room -Are all located inside Building 565? Yes -What are the dimensions of each M-G Set room? Existing drawings are available upon request. -What types of climatic controls are present in the above rooms? Not applicable to rotary units. -What fork lift access is available to remove the existing M-G Sets? Yes -Are the power connections to existing M-G Sets stub ups in a concrete house keeping pad or feeds down from ceiling? I believe they come up from the floor into the pad. -Are the units that are to be installed going to be required to operate in parallel with each other? Yes NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (18-SEP-2007); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
