Description

The purpose of this amendment is to change the requirement from a sole source to full and open. Therefore, adding the following salient characteristics, evaluation criteria and extending the response date to 24 Sep 2007 by 11:00AM EST. Ultra 4 High Speed Framing Digital Camera system with the following characteristics: Physical Requirements - One man carry - Field deployable with remote control capability - Tripod Mountable - F-Mount lens compatibility Framing and Electronic Requirements - Minimum of Four (4) independent frames - Multiple exposures per frame - Maximum Framing rate 100 million frames per second or greater - Minimum Exposure time of 10 nanoseconds or less - Maximum Exposure time of 1 millisecond or below - Option for Delayed exposure - Variable interframe time between exposures - 800 x 800 Minimum pixel resolution of sensor with no maximum - Independent gain for the intensifier tube - Capable of Pre-Flash triggering - Multiple trigger options ( Make, Break, voltage trigger + 5V or greater voltage) The contractor shall deliver the final product within 90 days of contract award and provide on-site training upon delivery. The contractor shall ensure that its equipment and components are compatible and interchangeable with DRS camera hardware and operating software. The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria in descending order of importance to be included in paragraph (a) of that provision are as follows: 1. Compliance with the sa lient characteristics (technical acceptability) listed in (vi) above, 2. Past Performance  What similar activities has the company been successful at in the past? Please provide corporate performance history to show the proven ability to meet these requi rements without interruption. Offeror must provide at least two references of previous sales of the same or similar product offered made during the past five years. Provide a point of contact and a telephone number, and 3. Price. Technical acceptability and past performance, when combined, are significantly more important than price. CAUTION TO OFFERORS: The purchasing activity is not responsible for locating or securing any supporting information. Accordingly, to ensure that sufficient information is a vailable, the offeror must furnish as part of its proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity (i) to determine whether the product offered meets the specifications o f the Request for Quotation; (ii) to establish exactly what the offeror proposes to furnish and what the Government would be binding itself to purchase by making an award, and (iii) to evaluate the proposal in accordance with the evaluation criteria. The i nformation furnished may include specific references to information previously furnished or to information otherwise available to the purchasing activity. The government will award a contract to the offeror whose offer conforms to this solicitation and wil l be most advantageous to the government, price and other factors considered. The Government reserves the right to make an award without discussions.
