Description
The Bureau of Indian Affairs, Office of the Chief Information Officer, intends to solicit vendors for Microsoft Consultant services. Proposals shall be received from a list of qualified GSA Schedule vendors. BIA is seeking GSA schedule pricing from qualified vendors within the Washington, DC Metropolitan area. Services will be procured per ordering procedures as prescribed under FAR Subpart 8.405-2. Services will be performed at: Physical Address: Bureau of Indian Affairs Office of the Chief Information Officer 625 Herndon Parkway Herndon, VA 20171 Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after the date of publication of this synopsis will be considered by the Government. Description of Requirement The Bureau of Indian Affairs (BIA) is in the midst of designing and executing improvements to its Information Technology infrastructure based on Microsoft solutions. This is a multi-year effort. Microsoft Consulting Services (MCS) has been assisting BIA and its Operations and Maintenance (O&M) contract force to move the organization on the path of Infrastructure Optimization and Improvement. The current BIA requirements call for the following continuing assistance from MCS: 1.Internet reconnect preparedness assessment 2.Active Directory (AD) optimization, manageability, and administration process improvement 3.Desktop configuration optimization and provisioning process improvement 4.Configuration management optimization and process improvement 5.Messaging optimization and process improvement 6.Windows-based infrastructure security posture review and optimization 7.Process automation 8.Collaboration systems optimization and process improvements 9.Cross-Trust Bureau IT project and program management and coordination 10.Identity Integration optimization and process improvement Activities include: Internet reconnect preparedness assessment Active Directory (AD) optimization, manageability, and administration process improvement Desktop configuration optimization and provisioning process improvement Configuration management optimization and process improvement Messaging optimization and process improvement Windows-based infrastructure security posture review and optimization Process automation Collaboration systems optimization and process improvements Cross-Trust Bureau IT project and program management and coordination Identity Integration optimization and process improvement Period of Performance: 10/01/07- 12/31/07 Number of Roles, estimated contract hours: Eleven Microsoft Sr Conssultants, 3,445 hours (approx.) Deliverables 1. A full report of the results of the RSCA and the SMS Health Check due by 10/31/2007. 2. Develop a plan and implement AD Optimization, manageability and process improvements defined from the RSCA, SMS Health Check, as well as the recently completed AD health check, vulnerability scans and third party penetration tests. This is to be implemented before the end of the engagement. 3. Provide a standard desktop build and image with a comprehensive set of procedures to install a standard image on all desktops as well as provide procedures for maintaining the deployed desktop images. This is due by 12/31/07 or end of engagement. 4. Develop scripts and document the integration of tools such as Microsoft Operations Manager (MOM) and SMS to optimize process improvement for network management. This is due by 12/31/07 or end of engagement. 5. Develop and implement a comprehensive migration plan from Lotus Notes to Microsoft Exchange 2007. This will include implementation of Outlook to the BIA Desktops and user training but the project does not include the actual migration of users to Outlook. This is due by 12/31/07 or end of engagement. 6. Implement security posture review and complete implementation of failover architecture for Trust Active Directory (TAD) Public Key infrastructure (PKI). This is due by 12/31/07 or end of engagement. 9. Provide process automation support and documented scripting for BIA process implementations and initial plan for BIE Active Directory design. This is due by 12/31/07 or end of engagement. 10. Provide knowledge transfer to planning and project management specialist on the use of Microsoft Project Server as well as work with BIA Operations to integrate Microsoft Project Server and SharePoint server to provide better coordination, publication and sharing of project management information. This is due by 12/31/07 or end of engagement.
