The Grantee (the Department of Planning and Programs of the State Secretariat of the Interior and Police) invites submission of qualifications and proposal data (collectively referred to as the "Proposal") from interested U.S. firms that are qualified on the basis of experience and capability to conduct a Feasibility Study for developing a national emergency response management system for the Dominican Republic. The Department of Planning and Programs aims to enhance public safety and emergency response in the Dominican Republic. The Feasibility Study will give DPP the opportunity to identify the investments they need to undertake to develop an integrated and ICT-based emergency response management system. The objective of the Feasibility Study is to design an integrated national public safety and emergency response management system. The Terms of Reference (TOR) for the Feasibility Study include the following tasks: 1) Review Existing Public Safety Systems and Develop a Work Plan; 2) Conduct Site Visits and Develop a List of Technology and System Requirements; 3) Develop a Detailed Design for a Comprehensive Public Safety and Emergency Management System; 4) Develop Cost Estimates and Investment Requirements; 5) Conduct a Cost/Benefit Analysis; 6) Conduct an Economic Assessment; 7) Develop a Financing Plan; 8) Conduct a Development Impact Assessment; 9) Conduct an Environmental Impact Review; 10) Develop a Project Implementation Plan; and 11) Final Report. The U.S. firm selected will be paid in U.S. dollars from a $600,000 grant to the Grantee from the U.S. Trade and Development Agency (USTDA). A detailed Request for Proposals (RFP), which includes requirements for the Proposal, the TOR, and a background Definitional Mission report is available from USTDA, at 1000 Wilson Boulevard, Suite 1600, Arlington, VA 22209-3901.
