Description
1. The Naval Air Systems Command (NAVAIR) is soliciting information from industry concerning the availability and development status of technology capable of providing a Hostile Fire Indicator (HFI) capability for US Marine Corps (USMC) and US Navy (USN) rotary wing and tilt rotor aircraft. The purpose of this Request for Information (RFI) is to determine the maturity of the technology required to implement a HFI capability and to determine if the technology will meet the requirements to protect USMC and USN aircraft. NAVAIR intends to use this data to aid in defining an acquisition strategy and assessing risks involved with implementing a HFI capability on USMC and USN aircraft. 2. HFI Requirements: The HFI capability should detect ballistic threats such as small arms, RPGs, and AAA directed at the aircraft. Once hostile fire is detected and declared, the HFI should provide the aircrew with a warning of the presence of hostile fire and provide a bearing to the HF. Specific threats to be detected are identified in a classified specification. The HFI technology may be integrated with the Joint and Allied Threat Awareness System (JATAS) for control and display or as integral part of the JATAS. The HFI technology should have enough growth potential to include new threats as they emerge. Aircraft targeted to have the HFI capability are the MV-22, CH-53K, AH-1Z, UH-1N, MH-60R and MH-60S, and potentially KC-130. Proposed technology should be capable of being deployed on these USMC and USN aircraft beginning in 2014. Written responses to the Request for Information shall be no greater than 30 pages in length. If the RFI contains proprietary information, please mark it and identify disposition instructions (submitted material will not be returned). Multiple RFI responses may be submitted for different technology solutions to the HFI requirement. Please contact Don Harwood at (301) 757-7909 prior to submittal if you intend to submit classified information in response to this request. The responses shall include (a) a one page summary of the company?s experience with HFI technology solutions; (b) description of the candidate HFI technology solutions that can meet the Marine Corps and Navy requirements and how it will be integrated into or with the JATAS; (c) description of the effort required to make the technology meet the USMC and USN requirements; (d) top level schedule to develop, build or modify test articles and test a solution suitable for USMC and USN use; (e) identify any Government Furnished Material or information required for the HFI development; and (f) a top level budgetary estimate for develop, build and test the HFI capability?the budgetary estimate should include a breakout of the recurring and non-recurring costs. Recurring costs estimates should be based on producing up to thirty systems per month when in production and procuring approximately 1000 systems over the life cycle. The Government will review the submitted responses and may schedule further discussions with responding vendors. Vendors will be contacted individually.
