- The National Labor Relations Board intends to award a sole source contract to Electronic Data Systems Corporation (EDS). Electronic Data Systems (EDS) is uniquely qualified in providing continued support of the NLRB's Case Activity Tracking System (CATS), which is the Agency?s system of record for case information. The CATS application is a result of the NLRB?s initiative to meet automation needs for Unfair Labor Practice and Representation case processing. The CATS application is a custom developed Borland Delphi/SQL Server application written and developed by EDS. The EDS developed application is comprised of the following: ? Over 224,367 lines of application code. The application was developed using Borland Delphi and is currently operating under Delphi 7. ? The CATS Microsoft SQL Server application database is comprised of over 419 tables, 262 custom developed stored procedures and 824 database triggers. In addition to the application Delphi code, portions of the CATS application were also developed and interfaced using the following third party development tools: ? Business Objects (Crystal) Reports, ? Microsoft Excel, ? Microsoft Word, and ? Acellio Capture (Form Flow). EDS has the experienced personnel knowledgeable in the NLRB CATS system. The EDS team possesses NLRB business and case handling process knowledge. This in-depth understanding of the business processes was required to implement the processes through application code, data entity relationships, database table structures, stored procedures and triggers. This knowledge and experience is further required as the agency migrates to their Next Generation Case Management (NGCM) system. All case related legacy systems will be migrated or integrated into the NGCM system, and the existing knowledge of the legacy systems will be required to make this transition efficiently and timely. The first migration of the CATS is underway, with the first increment scheduled for completion on October 31, 2007. Due to funding issues, this NGCM increment completion date must be held, and in order to make this deadline an experienced development team in the CATS is required. Time is not available for a new team to gain the required knowledge and experience in the Agency?s business processes or CATS application code to assist in the current and future CATS integrations. _____SCOPE OF WORK The National Labor Relations Board requires contract support for maintaining the Agency?s Case Activity Tracking System (CATS) legacy application under the Office of the Chief Information Officer (OCIO). The OCIO is responsible for maintaining the CATS application, a Borland Delphi 7/Microsoft SQL Server custom developed application. The application has been designated as a mission-critical application as it is the system of record for all case related information. Maintenance of the CATS legacy application involves full software development life cycle support which includes gathering requirements for system change requests, coding, designing, testing, and deploying system changes, and updating system documentation. In addition to Delphi related application code, the application interfaces and requires support of third party related application features associated with the following party development tools: ? Business Objects (Crystal) Reports ? CATS Report features ? Microsoft Excel ? CATS Query Wizard and CATS Report features ? Microsoft Word ? CATS Correspondence Merge and Template features ? Acellio Capture (Form Flow) ? CATS Charge and Petition filing features The CATS legacy application was initially developed using Borland Delphi 3 and is currently maintained using Borland Delphi 7. In addition to Borland Delphi experience, the application and SDLC support tasks require experience in Microsoft Office, XML, Microsoft SQL Server 2000, Serena PVCS, Computer Associates ErWin, and Microsoft Project. This is not a formal solicitation. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no challenges to acquire these items are received by 9:00 am, EST, September 24, 2007 the government reserves the right to execute an award without publishing a solicitation. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
