Description
This is a combined/synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, F2F3257215A001, is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05 and Defense DCN 20050913. The solicitation listed here is 100% small business set aside. The Federal Supply Class (FSC) K011. The associated Standard Classification (SIC) is 3571. The North American Industry Classification System is 811310 and the size standard is $6.5 million. The government intends to solicit and award this purchase order for the following products: 1 EA- CLIN 0001-OPTION #1- Upgrade Existing NABCO TCV (Total Containment Vessel) to utilize the new NABCO Self-Closing Door (SCS). In addition the TCV will be upgraded to operate in both the vented mode and the gas tight mode. Onboard vapor phase sample system included. The ability to decontaminate on-board piping is provided. Repainting and certification of TCV included. CLIN 0002- Robotic Logic Control-NABCO Model PLC-01. CLIN 0003- NABCO Model #2 Trailer, All Aluminum Construction. CLIN 0004- Onan Generator Upgrade, Model 7000KW. CLIN 0005- Round Trip Freight. This is a sole brand name requirement, so only the above mentioned products will be accepted. The following is the brand name justification signed by the contracting officer: 1.Requiring Authority: 1 SOCES/CED- SSgt Jeremy Gibson 2. Description of Requirement: Purchase of Total Containment Vessel (TCV) Upgrade 3. Statutory Authority permitting other than full and open competition: FAR 13.106- 1(b) (2). FAR 13.501 (a)(2)(i) 4. Justification or Authority for action: 1. The NABCO Model 42 TCV will support homeland defense and force protection functions. The TCV upgrade will eliminate top loading procedures and enable EOD to better utilize their robotic platforms. In addition, the door will be operated by a switch allowing the use of robotics rather than EOD personnel approaching the TCV during loading and unloading of explosives. The TCV upgrade kit, when installed on the current TCV, will allow more safe operations to be conducted by EOD personnel. 2. NABCO?s line of TCV?s are proven reliable and are currently the standard for both military and civilian Bomb Squad units. Our current platform is made by NABCO and their policy clearly states that the warranty on the current Model 42 TCV will be void if any other company, other than NABCO, attempts to perform the upgrades. NABCO has no way of controlling the adherence of requirements by other companies. 3. The TCV upgrade kit provides gas-tight operation to allow for safe handling and mitigation of explosive devices associated with chemical and biological agents. In addition vapor samples can be drawn from the interior of the vessel as well as the ability to decontaminate and treat remnants of a detonation. Delivery will be made to 1 SOCES/SSgt Jeremy Gibson/16 CES/CED/272 Red Horse Road/Hurlburt Field, FL 32544-5816. The following provisions or clauses apply to this acquisition.
