Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a separate solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-19 (17 Sept 2007) and Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20070913. It is the offeror?s responsibility to be familiar with applicable clauses and provisions. This requirement is for the Community College of the Air Force (CCAF). The acquisition is solicited 100% Small Business Set-Aside. The North American Industrial Classification Code is 518210 with a small business size standard of $6.5 Million. This acquisition is for the purchase of the following services: CLIN 0001 Contractor shall provide all tools, material, equipment and personnel necessary to, index and convert 464,200 microfiche to digital images. Microfiche shall be in accordance with the Microfiche Conversion Requirements (MCR) identified below. QUANTITY: 1 EACH 1. MICROFICHE CONVERSION REQUIREMENTS: 1.1 The Government currently has approximately 464,200 microfiche records from their training school, Professional Military Education (PME) schools and field training detachments (FTDs). Each group of microfiche is sorted by the students? Social Security Account Number (SSAN) and by fiscal year. 1.2 The Government will provide the contractor with the microfiche within five business days after contract award. 1.3 The contractor will ensure the digital images are 100% clear and easily read. 1.4 The contractor must ensure that the microfiche is readable vertically vs horizonally. 1.5 A sample of the first 5 microfiche must be submitted to the Government (Maxwell AFB, AL) within 15 business days after receipt of the microfiche. Address to be included in the resulting contract. 1.6 The contractor will index by first and last name, and Social Security Number (SSN). 1.7 The contractor must destroy the microfiche after delivery and acceptance of the digital product in accordance with the relevant regulations for disposing of Privacy Act information. 2. SECURITY REQUIREMENTS: Freedom Of Information Act Program (FOIA). The contractor shall comply with DoD Regulation 5400.7-R/Air Force Supplement, DoD Freedom of Information Act Program, requirements. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding For Official Use Only (FOUO) material. The contractor shall comply with AFI 33-332, Air Force Privacy Act Program, when collecting and maintaining information protected by the Privacy Act of 1974 authorized by Title 10, United States Code, Section 8013. The contractor shall remove or destroy official records only in accordance with AFMAN 37-139, Disposition of Records?Standards, or other directives authorized in AFI 37-138, Records Disposition?Procedures and Responsibilities. 32 CFR 806b, Air Force Privacy Act Program, Federal Register DoDD 5400.11, DoD Privacy Program DoD 5400.11-R, Department of Defense Privacy Program This is an all or nothing requirement, you must be able to quote and provide all items requested. QUOTATION PREPARATION INSTRUCTIONS: To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of two (2) sections: (1) technical and (2) price. The technical section shall address the criteria identified in the basis for award. Price must consist of a firm fixed price net amount for CLIN 0001. BASIS FOR AWARD: This will be a low price technically acceptable award. To be considered technically acceptable, the offer must: (1) Provide a detailed and logical process for converting 464,200 microfiche into digital images based on the services described in CLIN 0001 and the Microfiche Conversion Requirements contained in this request for quote. (2) Provide a detailed timeline associated with this process. (3) Submit with your offer a sample digital image that your company has converted from a microfiche. Award will be made to the lowest priced technically acceptable offeror who receives an acceptable rating for the criteria identified in this basis for award and takes no exceptions to the requirements contained in this synopsis solicitation. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: The provision at FAR 52.212-1, Instructions to Offerors, Commercial Items (Sep 2006), applies to this acquisition and is addended to delete paragraphs (e) Multiple offers and paragraph (h) Multiple Awards. Offerors must include a complete copy of the provisions at 52.212-3, Offeror Representations and Certifications Commercial Items (Sep 2007) and DFARS 252.225-7000 (JUN 2005); Buy American Act - Balance of payments program certificate, with the quotation. Electronic Submission of Invoice (May 2006) The Defense Priorities and Allocations System rating is S10. The CCR number must be obtained before award can be made. To be considered for this award, Offerors must be registered in the Central Contractor Registered (CCR) database at www.ccr.gov and Wide Area Work Flow (WAWF) database at http://wawf.eb.mil prior to award. Lack of registration will make an Offeror ineligible for award. This notice does not obligate the Government to award the contract; it does not restrict the Government?s ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. All quotes must be for all items stated, partial quotes will not be considered. Only firm-fixed price offers will be evaluated. An offer using a sliding price scale or subject to escalation based on any contingency will not be accepted. Award will be made to one vendor. Responses/Offers are due 12:00 noon CDST on 25 Sep 2007.
