Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as Request for Quotation (RFQ) No. FA7012-07-T-A101. (iii)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-11. (iv) is a 100% Small Business Set-Aside. The North American Industry Classification System code is 711510 at $6.5 M size standard. (v) (vi) LINE ITEM 0001: BASE YEAR: Gospel Service Music Director, Total Quantity of 387 Hours. $_________ PER HOUR x 387 = $_________________. BASE YEAR: FY 07, 1 Oct 06 - 30 Sep 07. CLIN#1001, OPTION YEAR I: Gospel Service Music Director, Total Quantity of 387 Hours. $_________ PER HOUR x 387 = $_________________. OPTION YEAR 1: FY 08, 1 Oct 07 - 30 Sep 08. CLIN#2001, OPTION YEAR II: Gospel Service Music Director, Total Quantity of 387 Hours. $_________ PER HOUR x 387 = $_________________. OPTION YEAR II: FY 09, 1 Oct 08 - 30 Sep 09. CLIN#4001, OPTION YEAR IV: Gospel Service Music Director, Total Quantity of 387 Hours. $_________ PER HOUR x 387 = $_________________. OPTION YEAR IV: FY 11, 1 Oct 10 - 30 Sep 11. The item description is as follows: The BAFB Gospel Service Music Director, under direction of the Contract Monitor (CM) of the Gospel Service (Chaplain), will provide and coordinate all music requirements for Bolling Gospel Choir, Womens Choir, Male Chorus, Youth Choir, Childrens Choir, and Special Music. The CM has final decision authority regarding all music of Gospel Worship Service. Any and all changes with respect to music delivery shall be at the discretion of the CM. The Music Directors contract can be voided at any time for noncompliance. FAR PROVISIONS: (viii) The provisions at 52.212-1, Instructions to Offerors-Commercial Items. (x) Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration, (IAW FAR 4.1201 prospective contractors must be registered in the Online Representative & Certification Application (ORCA) at http://orca.bpn.gov ) The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.Late offers - Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is late and will not be considered. Addendum to FAR Clause 52.212-1 applies to this acquisition is as follows: 52.252-1, 52.252-5: (b) DFARS (Chapter 2), and 252.225-7000. 52.212-2 (xi) EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Past Performance 2)Technical Capability(Audition) 3)Price Note: Technical and past performance, when combined, are more important. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offeror must include, with its offer, a completed copy of provision FAR 52.212-3 in full text. FAR CLAUSES: (xii) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items is hereby incorporated. (xiii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Status of Executive Orders-Commercial Items apply to this acquisition, specifically, the following cited clauses: 52.219-6, 52.222-3, 52.222-19 52.222-21, 52.222-26, 52.222-35, 52.222.36, 52.222-37, and 52.232-33, 52.232-36, 52-333-3, 52.333-4. (xvi) NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. The Music Directors contract can be voided at any time for noncompliance. EXPERIENCE/QUALIFICATIONS: Must be able to teach and train others the importance and value of the music ministry Must possess good communications and public relations skills Must be strongly versed and experienced in Gospel Music genre Must possess a minimum of two (2) years experience as a Music Director within a military chapel community, civilian church or possess extensive experience within a military chapel setting Must possess a minimum of two (2) years experience as a pianist/organist within the military chapel community or civilian church Must possess a high level of knowledge of piano/keyboard instruments as requested by the CM. Must be able to read, play and teach traditional and contemporary gospel music including traditional and spiritual hymns. Must be able to read, play and teach music from the latest contemporary gospel music recordings Must possess positive leadership skills, and a willingness to follow chapel leadership Must assume additional duties as requested by the Gospel Service CM Must be interviewed/auditioned by Gospel Service CM and final approval made by the Senior Protestant Chaplain Must have reference letters from previous chaplain/pastor within the last 2 years Must have but are not limited to: the ability to read music scores and posses a Masters Degree in Music from an Institution recognized by the United States Department of Education or have equivalent work experience (7 plus years) An audition will be required. Auditions will be held at the Bolling Air Force Base, Washington D.C. Thursdays, 7:30pm, Chapel Center (Please schedule in advance with Ch Reaves) POSITION SPECIFICATIONS: Provide musical accompaniment/support for choir(s) as required by Gospel Service CM. Coordinate and conduct Choir(s) Section Leaders auditions and rehearsals Provide musical support for mid-week Worship Service/Bible Study Coordinate and conduct weekly musicians rehearsal in preparatory rehearsal Coordinate weekly choir rehearsal and performances of special music as required by Gospel Service CM. Actively recruit choir(s) participation Provide musical accompaniment and support for Sunday Gospel Worship Services Provide musical support for special services as required (funerals, revivals, etc.) Coordinate with CM on annual training requirements for Gospel Choir (Music workshops and seminars) RESPONSIBILITIES: Shall select, schedule and plan appropriate music for choir(s) of Gospel Worship Service as required by Gospel Service CM Shall secure Gospel Service chaplains advice and consent for proposed music Shall demonstrate leadership skills that positive and enthusiastic Shall present a professional attitude & dress appearance Shall demonstrate behavior that is appropriate and consistent with Bolling chapel staff Shall work well with Chapel staff and promote a spirit of cooperation and unity Shall demonstrate consistent thoroughness in teaching vocal parts to choir members Shall secure Gospel Service chaplains advice and consent for musicians to accompany choir(s); prepare musicians to accompany the choir(s); to include a variety of musical instruments for choir accompaniment Shall be responsible for teaching and mentoring other musicians Shall schedule a meeting with Gospel Service chaplain to provide a monthly report of and as needed to inform Gospel Service CM of areas of concerns and to discuss requirements of upcoming services and special events (NOTE: This meeting is not considered a unit for payment) Shall attend monthly Gospel Service Worship Committee meetings (NOTE: This meeting is not considered a unit for payment) Shall arrive at all functions to ensure set -up arrangement at least thirty minutes prior to scheduled start time Shall be responsible and coordinate with the Gospel Service CM all areas not specifically mentioned above Shall coordinate with the Gospel Service CM, Choir officers and others as designated by the Gospel Service chaplain to ensure the quality of music delivery Shall maintain a high level of quality with respect to music delivery Shall notify the Gospel Service chaplain when unable to attend rehearsal or worship service, at least a two-week in advance. Emergencies dealt with on a case-by-case basis Substitute contractor shall be approved in advanced by the Gospel Service chaplain Contractor responsible for submitting invoices on a monthly basis for payment Contractor(s) can only receive compensation for services rendered at Bolling Air Force Base or pre-approved services off base DEFINITION OF TERMS A unit is the basis for compensation. Compensation will be paid based on the following units, after the unit is performed/provided: Any additional service or rehearsal units must be pre-approved by the CM In summary, this order authorizes the Gospel Service Music Director to furnish the following units of service: 52 Practices 52 Services 16 Special Services/Events 6. SERVICE DELIVERY SUMMARY (SDS) Performance Objective SOWPara. Performance Standard Strongly versed in Gospel Music genre 2.2 100% Possess a high level of knowledge of piano/keyboard instruments as requested by the CM. Able to play traditional and contemporary gospel music and traditional hymns. Able to play music latest contemporary gospel music. 2.5 100% Provides musical accompaniment and support for the youth choir 3.1 100% Provides musical accompaniment and support for all choirs as needed 3.2 100% Coordinates and conducts musicians in preparatory rehearsal 3.5 100% Provides musical accompaniment and support for Gospel Worship Service 3.6 100% Selects appropriate music for choir(s) and Worship Service 4.1 100% Secures Gospel Service chaplains advice and consent for proposed music 4.2 100% Demonstrate behavior appropriate and consistent with chapel staff position 4.4 100% Arrives at all functions at least thirty minutes prior to scheduled start time 4.10 100% Coordinates with Gospel Service pastor, Choir officers and others as designated by the chaplain to ensure the quality of music delivery 4.12 100% Notifies Gospel Service chaplain when unable to attend rehearsal or worship service, at least a week in advance.
