Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This is a solicitation of Purchase Request F4BS207239A001 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-20. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 with a small business size standard of $23.0 million dollars. This acquisition is set aside for small businesses. All responsible Contractors shall provide a quote for the following: The U.S. Air Force Academy in Colorado operates two physically separate networks; USAFA.AF.MIL (3500 users) and USAFA.EDU (6500 users). They both include separate firewalls and operate under different network security policies. Vendors should assume there is no connectivity allowed between the two networks that would not be allowed from one network to an external network. Both networks have separate Microsoft active directory domains with no trust relationship between them. We need a Mass Notification System (MNS) that allows the USAFA command post (and potentially other base organizations) to enter in an alert message and have it "pop up" and display on computer workstation screen on each network. The MNS needs to be integrated with active directory so that alert messages can be targeted to just specific users in certain areas. We expect vendor will provide two licenses (one for each network) to be loaded on USAFA provided server hardware. Actual user interface (command post personnel) will be through a web interface where they will enter in the alert message and target specific notification audience. They would then send the alert message. Message will make use of Microsoft Windows XP SP2 and Vista desktop notification APIs to display the alerts. Vendor should include 3 years of support and provide on-site installation of their software on both networks and perform the configuration with active directory. Vendor will also provide training to 10th Communications Squadron personnel on system administration duties as well as command post personnel on proper use of the system to send out alert messages. At some future date, USAFA may integrate the MNS with Dialogic Communications Corporation's Communicator!NXT software which will allow command post personnel to send out notifications via other means (telephone calls, Giant voice, etc). Vendor must certify their software is supported by NXT Communicator. Delivery shall be completed not later than 4 weeks after receipt of an order and shall be FOB Destination.
