- This synopsis is published to the requirement of Federal Acquisition Regulation (FAR) Subpart 5.201. Pursuant to FAR 19.202-2, Locating Small Businesses, the U.S. Department of Labor, Employment and Training Administration (DOL/ETA), is soliciting capabilities statements from small business concerns to determine if there are any qualified small business concerns capable of conducting a large-scale random assignment evaluation and survey of the Adult, Dislocated Worker, and Youth formula programs established under title I of the Workforce Investment Act of 1998 (WIA). The period of performance for the contract will be 84 months from the date of execution. The North American Industry Classification System (NAICS) code is 541611 and the size standard is $6,500,000. The contractor must demonstrate they have extensive knowledge and experience with conducting large-scale, nationally representative, random assignment experimental evaluations. The contractor must also have extensive previous experience with successfully obtaining administrative data from states. The contractor must demonstrate extensive knowledge of the workforce investment system with a particular focus on training account systems. In addition to the above, the contractor must have the capability to provide assistance to ETA in recruitment and selection of a sample of state and local workforce investment areas to participate in the evaluation; plan, manage, and deliver technical assistance for implementation of the evaluation; conduct an implementation evaluation that examines how the random-assignment and evaluation procedures were implemented in the individual sites; and produce a full net-impact evaluation and benefit-cost analysis that includes appropriate follow-up data collection for both short and medium term impacts. Potential small business concerns should provide examples of the above required tasks to demonstrate they have the knowledge and experience to conduct a large scale, nationally representative, random assignment experimental evaluation. Small businesses should also indicate if they are 8(a), HubZone, or service disabled veteran owned small businesses. THIS IS NOT A REQUEST FOR PROPOSALS (RFP) AND IS NOT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITITATION OR ULTIMATELY TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT NOTICE. Responses to this sources sought notice will not serve as proposals, bids or offers, which could be accepted by the government to form a binding contract. Submission of any information in response to this sources sought notice is completely voluntary, and shall not constitute a fee to the government. The main purpose of this sources sought notice is to conduct market research and determine the organizations capable for future competition. The Department of Labor, Employment & Training Administration invites all interested parties to submit a written response to this sources sought notice. Qualified sources interested are invited to submit a Statement of Capability (SOC), not to exceed ten (10) pages in length, within fifteen (15) days of this publication. Attachments to the 10 page SOC will not be evaluated. The SOC should clearly demonstrate the interested source?s previous experience in conducting large-scale, nationally-representative, random assignment evaluations. The SOC should also demonstrate the interested source?s knowledge and understanding of the Adult, Dislocated Worker, and Youth formula programs established under title I of the Workforce Investment Act of 1998 (WIA).
