Description
Request for Information: Subject to final approval, The Department of the Treasury?s Bureau of the Public Debt (BPD), on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), intends to negotiate a sole-source procurement with EMC Corporation for Symmetrix hardware and software maintenance and support renewals. The Government intends to award for a single year, with pro-rated pricing for multiple start dates and co-terminating end date of 9-30-08. Mission: TTB?s mission is to collect alcohol and tobacco excise taxes; to ensure that these products are labeled, advertised, and marketed in accordance with the law; to administer the laws and regulations in a manner that protects the consumer and revenue, and promotes voluntary compliance. TTB Background: On January 24, 2003, the Homeland Security Act of 2002 (the Act) established the Alcohol and Tobacco Tax and Trade Bureau within the Department of the Treasury. The main responsibilities of TTB are protecting the public and collecting revenue. These responsibilities are carried out by developing regulations, conducting product analyses, and ensuring tax and trade compliance with the Federal Alcohol Administration Act and the Internal Revenue Code. Nature and Description of Action: The Alcohol and Tobacco Tax and Trade Bureau relies on the EMC ware as a critical part of its infrastructure. It is imperative that this hardware and software is maintained and supported in a way that allows TTB?s infrastructure to be operational at all times. The software has been specifically developed by and solely maintained by EMC. No other party is authorized to provide upgrades, up-dates or de-bug the TTB software. The EMC microcode is confidential. Diagnostic tools specifically developed for equipment maintenance by EMC are proprietary, and no other party is authorized to utilize them. A sole source to EMC Corporation is intended for this order as no other known source has access to this license. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than three days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to EMC Corp.
