Wilson, Code 892, (229)639-6741 Notice of intent to issue a sole-source contract to Northrop Grumman Space & Mission of Herndon, VA for a base period of 1 year with 4 one-year options for two coordinating efforts. First effort is to provide the Marine Corps Logistics Command with support for equipment, receiving and distribution teams and the second effort is to provide Headquarters Marine Corps with Health Services Analysis. Effort 1. Equipment, Receiving and Distribution Teams Marine Corps Logistics Command (MCLC), Albany, GA and Marine Corps Systems Command (MCSC), Quantico, VA are responsible for ensuring a cohesive interface between functional activities (e.g., HQMC, MCSC, LOGCOM and FMF operating units) to effect on-site coordination of equipment. Key facets of on-site support include critical functional requirements of identifying inbound equipment, obtaining and validating catalog/management data, verifying and updating allowance data within the TFSMS, and coordinating and verifying equipment distribution and receiving requirements. The goal of this effort is to develop the communication flow and continuity necessary to insure the integrity of accountable records is sustained through the development of integrated processes for receipt and distribution of Marine Corps Equipment and populating and fielding of GCSS-MC. The Contractor is responsible for establishing an ERDT support program consistent with MCLC and MCSC priorities and effe! cting on-site execution. It will also include direct liaison with the regional MEF G-4. . Key facets of on-site performance will include formal scheduling of activities, resolution of issues identified by stakeholders, briefings and formal representation of MCLC/USMC positions at stakeholder forums, and necessary analysis to support course of action determinations by MCLC staff. Management and reporting requirements will be delineated between the government and Contractor. Effort 2 – Health Services Analysis Health Services Analysis to include the documenting of the intent/objective for the Navy medical end strength growth in each unit and provide a written report to the Medical Officer of the Marine Corps. Emphasis should be on documenting the intent/objective of novel non-traditional approaches, such as establishing the USMC Dental Detachments at the MCRDs and adding hospital corpsmen to the Truck Company. Provide a detailed analysis by NOBC and NEC on the Navy’s ability to provide the required medical personnel to support the phased USMC end strength growth for the Medical Officer of the Marine Corps. The analysis must document the current billet authorization, projected inventory by fiscal year, and the impact of other initiatives on each NOBC and NEC. The analysis must also identify potential “show stoppers”, and provided recommended corrective actions. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The RFP number is assigned for administration purposes only and no solicitation document exists. If no responses which meet the Government’s requirements are received within 5 calendar days after publication of this synopsis, a contract will be placed without further notice.
