- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote is W9124B-07-T-0065 issued as request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Ac quisition Circular 2005-16 dated 22 March 07. The associated NAICS code is 813110. Contractor shall provide the following specific tasks: General. The Catholic Youth Director falls under the Installation Chaplains Program as defined in the Command Master Religious Program (CMRP). The mission of the Chaplains program is to provide for religious support needs of all assigned soldiers, civ ilians, and family members, to include religiously based youth activities and outreach programs (see AR 165-1). The program is part of the Catholic religious education program. The primary goal of the program is to provide basic religious understanding o f life events through fellowship activities, youth meetings, Sacraments, Bible studies, retreats, camps and mentoring programs involving Catholic youth of assigned installation personnel. Although the Installation Catholic Chaplain is responsible for deno minational faith development and faith sustainment requirements, the Catholic Youth Director will work under the supervision of the Director of Religious Education (DRE). The specific youth religious activities required by this contract will supplement the basic youth religious education program conducted by the DRE. The persons who provide the youth program services should be professionally trained specialists in youth activities. The persons who provide the services of this contract, as either a non-pe rsonal services contractor or as an employee of a vendor who contracts to provide such services, are not members of the Installation Chaplains Office Staff nor are they employees of the US Government. Scope of Work. The Catholic Youth Director who is awarded a non-personal services contract will provide age appropriate opportunities for middle school (grades 6-8) and senior high school (grades 9-12) students to develop a Catholic Sacramental, religious ly based framework for daily living. The Contractor, whether an individual or an organization, shall perform promotional endeavors and advertising campaigns, maintain adequate records of functions, attendance, and materials needed, project the timely sup ply of needed material and classroom supplies for study events and/or youth meetings, conduct volunteer training and youth leader development classes, and answer community inquiries regarding the Catholic youth of the chapel activities and outreach program s. Location of Youth activities and events. The contractor will have access to the chapel facilities of the installation and any other facilities on the installation as determined by the commander, which are suitable for conducting youth religious activities . The contractor will be responsible for reserving space as needed with appropriate points of contact (POC) in any facility used. Arrangements for facility use after normal duty hours or at times other than when weekly religious services are held will be the sole responsibility of the contractor. If facilities other than chapels or chapel annexes are required, the contractor will be responsible for making all arrangements in advance. Hours. Generally, youth religious activity meetings and events will be provided during hours that encourage maximum youth participation. These would normally be evening and weekend hours. The contractor may be required to provide services on legal feder al, state, and local holidays. ITEM DESCRIPTION AND QUANTITY FOR FIRM FIXED PRICE (FFP) CLIN001: Youth Group Meetings QTY 36 ea This line item includes: Plan, coordinate and conduct group meetings, normally of one hour in duration and accommodating groups of three or more, for middle and senior groups focusing on spiritual, ethical, and moral life-style. CLIN002: Special Events Activities QTY 9 ea This line item includes: Plan, coordinate and conduct special events, which may consist of community service projects and other similar activities, monthly for each middle and senior high group, which focus on team building, community responsibility, spi ritually based life-style, and faith sharing. Special events will normally consist of activities involving ten or more youth within the community and be of at least one 4 hours in duration. A special event such as a community service project may be cond ucted over several days. Conduct a needs assessment survey to determine which activities meet the needs of the target demographic population and the attendees. Submit After Action Reports to the Director of Religious Education (DRE) within one week of com pletion of the special event. CLIN003: 5-Day Camp QTY 2 ea This line item includes: Plan, coordinate and conduct one 5-day camp for each middle and senior high group. Prepare and submit a program plan that includes camp dates and locations, schedule of activities, study topics, objectives, and method of evaluati ng program, funding requirements, facility needs, and volunteer requirements. This Camp shall supplement the normal Catholic Youth of the Chapel program and shall not include camps or retreats sponsored by other institutions or organizations. CLIN0004: Retreats /Lock-Ins QTY 1 ea This line item includes: Plan, coordinate and conduct one retreats or one over-night lock-in for middle and senior high groups. Not later than 30 days prior to the event, provide the DRE with a program plan to include location, time, date of event, object ives, method of evaluating program and resource requirements. Submit After Action Reports to the DRE within one week of completion of the retreat or lock-in. CLIN0005: Community Service Project QTY 1 ea This line item includes: Develop and implement program plan for one multi-day community service project that includes the name, dates, and objectives of the project. The plan must also list the method of evaluating the program in accomplishing its objec tives, and the amount and types of funding that are needed to conduct the program. Submit After Action Reports to the DRE within two weeks of completion of the community service project. CLIN0006: Volunteer Management QTY 6 ea This line item includes: Train volunteers to support and participate in the youth religious activities program as required. Maintain volunteer utilization files to include the volunteers name, recruitment date, type of utilization, training, and hour s volunteered. Maintain records of all youth activities and events to include the number of volunteers utilized and the number of persons attending each event. CLIN0007: Staff Meetings QTY 8 ea This line item includes: Meet with the DRE once a month for one hour to discuss the quality of the delivery of services provided under this contract and program development. Contractor will also provide a monthly statistical report on the number and t ype of youth events completed, attendance at each event, the number of events planned for the next 90 days, the publicity plan for programs, and the number and type of training events conducted and the attendance at each.
