- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ70079 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. Delivery and acceptance will be at Bethesda, Maryland. The contractor will provide the following support services to the Designated Federal Official (DFO)/Scientific Review Administrator (SRA): Conduct a careful administrative review of applications; check format and content of applications, review personnel and consultant lists and letters of collaboration to determine areas of potential conflicts of interest. Assist in searches for potential reviewers with specific expertise to assist the DFO/SRA in developing rosters. Assist the DFO/SRA in preparing and updating information pertaining to grant applications, by means of automated databases, such as IMPAC II, in accordance with established policies and procedures. Attend a variety of meetings to provide administrative assistance to the DFO/SRA as required, including drafting notes. Ensure timely preparation and release of high-quality summary statements by preparing drafts of the written summary statements and editing as necessary, for review, revision, and approval by the DFO/SRA. Over the next year the Office of Extramural Affairs, NIDA, is scheduled to face an expanded workload of RFAs, other special reviews, in addition to managing reviews in standing review committees. It will not be possible for the current levels of staffing to carry out these tasks. As future year workloads cannot be determined at this time, it is not possible to determine the need to continue this contract in subsequent years. OEA staff will serve as the DFO/SRA for this work, conducting review meetings and preparing final summary statements. Contract staff will assist with the preliminary work for review meetings, including developing pools of potential reviewers, participating in meetings with OEA staff to establish logistics of review meetings, and will help prepare draft summary statements. Contract staff will also participate in any other necessary meetings (e.g., with program staff) that are necessary to support designated tasks. Following review meetings, contract staff will be given compiled sets of reviewers' raw critiques and a copy of any available OEA staff handwritten notes from the discussion of each application. Using these materials, the contract staff person will prepare recommendations for possible modifications to reviewer critiques and suggested text for a Resume and Summary of reviewers' critiques and discussion, as well as text for brief paragraphs that may be required for summary statement sections on animal/human subjects and minority/gender/children inclusion. These sections should explain concerns or comments expressed in reviewers' critiques and discussions at meetings. The contract staff will also read and edit reviewers? critiques for grammatical, typographical, and other errors that interfere with clarity and communication. OEA staff will review the drafts and OEA staff will finalize the summary statements after the contract staff has completed their work. OEA staff will conduct all functions that are inherently governmental functions. Privacy Act Requirements: The contractor will not disclose any information contained in the grant applications or reviews or discussions at review committee meetings to anyone not directly connected with the grant review process and must protect the contents of the applications. Period of performance is 12 months with approximately 32 hours per week. The vendor may be required to perform services in Bethesda, Maryland. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due September 21, 2007 3:00 PM EST and may be submitted hard copy or electronically to Susan A. Nsangou, Contracting Officer, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
