- This action is a Request for Information Only. The Government does not presently intend to contract, but wants to obtain a list of interested parties and general information regarding anticipated Waste-to-Energy (WTE) technologies, plant size (MW), capital cost range; feed stock; tons per day (TPD), and electricity cost per kilowatt-hour (kwh). Davis-Monthan Air Force Base (DMAFB) is interested in knowing if there are parties interested in developing a Waste-to-Energy (WTE) plant on DMAFB property as part of a Power Purchase Agreement (PPA). The DMAFB energy profile is as follows: a baseload of 8 MW; a 2 MW summertime increase; and a summertime peak load of 21 MW. DMAFB consumes 100 million kWh per year, and is currently enrolled in the Tucson Electric Power (TEP) rate plan titled Large Light & Power Rate 14 (Minimum Demand = 3,000 kW). DMAFB has a 10+ acre site available on-base with access to surface roads and potential access to railway. The Arizona Renewable Energy Standard and Tariff (REST) became effective 14 August 2007 and REST Surcharge Tariff applications must be filed with the Arizona Corporation Commission (ACC) by 14 October 2007. Be aware that TEP filed a rate case with the ACC on 02 July 2007 and rates could increase an average of 15 to 23 percent by 01 Jan 2009. The TEP rate case is not yet settled. DMAFB needs to know: 1) The anticipated WTE technology (incineration, gasification, or plasma arc); 2) The anticipated WTE plant size (MW); 3) The anticipated capital cost range ($25 - $50 million; $50 - $75 million; $75 - $100 million; $100 million to $125 million; $125 million to $150 million; etc.); 4) The anticipated feed stock: Municipal Solid Waste; Biomass; Tires; etc.; 5) The anticipated tons per day: 250 to 350 TPD; 350 to 500 TPD; 500 to 750 TPD; 750 to 1000 TPD; etc.; 6) The anticipated electricity cost per kwh: $0.05 to $0.10/kwh; $0.10 to $0.15/kwh; $0.15 to $0.20/kwh; $0.20 to $0.25/kwh; $0.25 to $0.30/kwh; $0.30 to $0.35/kwh; etc. The incentive for DMAFB to locate renewable energy on base property includes the Energy Policy Act of 2005 and Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management.
