Description
The 43D Contracting Squadron, Pope AFB, NC has a requirement for a concessionaire to publish a base newspaper. The Contractor shall furnish all personnel, labor, materials, supplies and other items to produce, publish and distribute the Base Newspaper. The applicable North American Industrial Classification System (NAICS) Code is 511110. The performance period will be one year base period, to start on 1 November 2007. This contract may be extended by mutual agreement on either a 1- year or 2- year basis for a total period not to exceed 6 years. The Government will award a contract resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will include ?Exceptional Past Performance Risk Rating?, which will be considered most advantageous to the Government. Using questionnaires, the Government will evaluate the quality and extent of offeror?s experience deemed relevant to the requirements of this RFP. Offerors shall meet the requirements and qualifications in the Statement of Work (SOW). This acquisition will be accomplished in accordance with Federal Acquisition Regulation (FAR) and Non Appropriated Fund Instrumentalities (NAFI). It is anticipated the solicitation will be posted on the Federal Business Opportunity web page at http://www.fbo.gov on or about Sept 26, 2007. Paper copies will not be available. Once the solicitation is posted, it is incumbent on the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective offerors must have a Commercial and Government Entity (CAGE) Code and be registered with Central Contractor Registration (CCR) at http://www.ccr.gov. CLAUSE INCORPORATED BY FULL TEXT AFFARS 5352.201-9101 Ombudsman (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
