- NASA/GRC has a requirement for follow-on work to implement PTC's Routed Systems Designer (RSD) seamlessly into the existing Pro/ENGINEER and Windchill environments at our facility and to provide Pro/ENGINEER and Windchill implementation and administrative support for those existing environments at the Glenn Research Center. NASA/GRC intends to purchase the items from MAGELLAN ENGINEERING, 4000 W 106TH ST, STE 160-313, CARMEL, IN 46032-7720 due to their knowledge of the inital work and many hours invested in this project. The initial work consisted of the evaluation of the existing data management environment, providing product and architecture configurations, identifying adoption and training activities to support the transistion and creating data migration strategies. The follow on work will consist of the following: With respect to RSD, the contractor shall identify and document GRC's needs with respect to routed systems diagrams and associated symbols. Additionally, the contractor shall identify and document GRC's template and format needs. The contractor shall implement the templates, formats and related standards as part of this effort. With respect to Pro/ENGINEER and Windchill, the contractor shall assist the Government in the refinement of their configuration management process, implement the mutually agreed upon approach and develop/deliver the practical presentations to the user community on how to effectively utilize the resulting configuration management process. In addition, the contractor shall make the necessary preparations for transition to Windchil version 9.0. Also, the contractor shall ensure seamless integration of the newly configured RSDA, with the existing Pro/ENGINEER and Windchill environments. The government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Sole Source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 27, 2007 at 12:00 noon EST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
